Abstract

Implementation of the Smart City in Kutai Kartanegara is not easy. This is due to the vast geographical conditions with minimal access to transportation and there are still isolated areas. Until 2021, there are still 13 village blank spots. From the institutional view, the biggest challenge arises from the low understanding and ability of the State Apparatus in utilizing the digitization of information technology-based services. Based on the above conditions, this study aims to examine more deeply the role of the Dinas Komunikasi dan Informatika in Kutai Kartanegara Regency in supporting the implementation of Smart City policies. The method used in this research is descriptive qualitative with an analytical framework based on Edward III's theory which consists of aspects of communication, resources, disposition, and organizational structure. The results of this study indicate that as a supporting Regional Apparatus Organization, the role of Diskominfo Kutai Kartanegara in the implementation and socialization of Smart City has not been optimal. This can be seen from the aspect of resources, it was found that most of the Civil Apparatus at Diskominfo do not have knowledge in the field of information technology. Meanwhile, from the aspect of disposition, policy makers have formed a Regent Regulation as the institutes for Smart City. In the aspect of bureaucratic structure, the role of the supervisory and control function of Diskominfo in each field is still not running. Strategic steps are needed so that the Smart City policy is included in the Diskominfo budget planning document.

Abstract

Desa Wisata Pentingsari (Dewi Peri) is one of the villages in Indonesia that successfully marked the rise of village actors who wanted to act collaboratively with other parties to improve the welfare of the village community. This study aims to look at the institutional strategy of Dewi Peri in an institutional context. This research method used a descriptive-qualitative approach. The results of the study showed that there had been efforts taken by the actor of Dewi Peri to develop the internal Dewi Peri, including in marketing strategies, improving the quality of human resources and the management system. Whereas in response to external structures, the actor Dewi Peri was performed improvements in infrastructure, homestay and services standardization, and created new attractions as manifestations of innovation. Keywords: Strategies, Institutional,Tourism

Abstract

Sepanjang 2020, isu kesehatan menjadi sorotan utama dibandingkan dengan isu-isu lainnya lantaran  pada akhir 2019 Virus Corona SARS-Cov-2 ditemukan dan dilaporkan penyebarannya di Wuhan China. Tepatnya pada Senin 2 Maret 2020 Indonesia pertama kali mengkonfirmasi kasus Covid-19. Kasus ini meningkat dan menyebar dengan cepat di seluruh wilayah Indonesia. Tulisan ini bertujuan untuk mengupas lebih dalam tentang peran yang diambil Pemerintah Desa dalam kebijakan penanggulangan covid-19, mulai dari perubahan target perencanaan pembangunan Desa dan program penanggulangan Covid-19 yang dilakukan pemerintah Desa. Metode yang digunakan adalah kualitatif dengan model analisis deskriptif. Hasil yang diperoleh yaitu dalam proses pergeseran anggaran untuk penanggulangan Covid-19 di Desa Benua Baru tetap melibatkan partisipasi masyarakat melalui penjaringan aspirasi dan musdes, dengan tetap menjalankan protokol kesehatan.  Penyesuaian anggaran Dana Desa dalam rangka untuk mendanai program penanggulangan Covid-19 salah satunya melalui pengurangan dana perayaan dan kegiatan pembangunan infrastruktur lainnya yang disesuaikan dengan perioritas kebutuhan. Pemerintah desa Benua Baru menerapkan beberapa program berdasarkan arahan regulasi dan surat edaran Bupati Kutai Kartanegara dalam pencegahan Covid-19, yaitu : 1) Pembentukan Tim Satgas Covid-19; 2) Pembuatan Ruang Isolasi; 3) Pembagian Masker; 4) Penyemprotan Disinfektan; 5) Penyediaan Handsanitizer dan Hand Soap; dan 6) Bantuan Langsung Tunai (BLT). Abstract

Tourism is an important sector in supporting economic growth and contributing to increasing the countrys foreign exchange. East Kalimantan is one of the tourist destinations in Indonesia which has cultural and tourism potential that is no less interesting than other tourist destinations in Indonesia. Nearly 90% of tourist attractions are available by nature, and the other 10% are artificial attractions. One that is quite a trend is the Tenggarong Cultural Field tourism object which is commonly called Ladaya. If you look at the data on the number of visits to the Tenggarong Cultural Field tourism object at the beginning of 2020, precisely in January before the covid-19 pandemic, there were around 78,083 people and during the Covid-19 pandemic the number of tourist visits decreased by 6,310 people. The purpose of this study is to examine more deeply about the impact of these tourism activities on the economy caused by the economy of the surrounding community, especially if you look at the number of visits that are quite busy visiting these attractions. The method used in this research is qualitative. Based on the research data, it can be concluded that the activities of the Tenggarong Cultural Field tourism object greatly affect the increase in the income of traders. However, in early 2020, traders experienced a decline in income, because it was caused by the Covid-19 pandemic which could not be conditioned. In addition, the functioning of all outbound rides and cottages at the Tenggarong Cultural Field also has an influence on the number of tourist visits. Keywords: Tourism, Impact, Community Income.
