Abstract

As a Civil Servant (PNS) is required to conduct competency development at least 20 hours per year. Related to this, this study aims to describe the implementation of competency development for 20 hours of lessons within the Regional Government of the Bangka Belitung Islands Province in 2021 in terms of components: context, input, process and product. This research is an evaluation research using qualitative descriptive method. Data obtained from literature studies, observations, interviews and related documentation. The results of this study indicate that the implementation of competency development for Civil Servants 20 hours a year has not been fully implemented, this can be seen from the value of developing the competence of civil servants in the Bangka Belitung Islands Province of 18.39% which is included in the low category. So that it has an impact on the low value of the ASN Professional Index value of the Bangka Belitung Islands Province in 2021. It is recommended that the education system shift from Androgogy to Heutagogy and create an automatic evaluation system for ASN who carry out competency development independently. ABSRTAKSebagai Pegawai Negeri Sipil (PNS) diwajibkan untuk melakukan pengembangan kompetensi minimal 20 jam pertahun. Terkait dengan hal tersebut Penelitian ini bertujuan untuk mendiskripsikan implementasi pengembangan kompetensi 20 jam pelajaran dilingkungan Pemerintah Daerah Provinsi kepulauan Bangka Belitung tahun 2021 ditinjau dari komponen : konteks, input, proses dan produk. Penelitian ini merupakan penelitian evaluasi menggunakan metode deskriptif kualitatif. Data diperoleh dari studi literatur, observasi, wawancara dan dokumentasi yang terkait. Hasil dari penelitian ini menunjukan bahwa pelaksanaan pengembangan kompetensi Pegawai Negeri Sipil 20 jam setahun belum sepenuhnya dilaksanakan hal ini dapat dilihat dari nilai pengembangan kompetensi PNS Provinsi kepulauan Bangka Belitung sebesar 18,39 % yang termasuk dalam kategori rendah. Sehingga berdampak pada rendahnya nilai Indeks profesional ASN Provinsi kepulauan Bangka Belitung tahun 2021. Direkomendasikan agar sistem pendidikan beralih dari Androgogy menuju heutagogy serta membuat sistem evaluasi otomatis terhadap ASN yang melakukan pengembangan kompetensi secara mendiri.
