Abstract

Abstrak : DAS Krueng Peusangan terletak di Kabupaten Aceh Tengah sebagai hulunya, melintasi Kabupaten Bener Meriah dan bermuara di Kabupaten Bireuen sebagai hilirnya. Salah satu permasalahan DAS Krueng Peusangan yaitu banjir, dimana bencana banjir sering kali berdampak pada masyarakat yang berada di DAS Krueng Peusangan. Dalam menghadapi bencana banjir perlu adanya informasi daerah yang menjadi sasaran bajir di DAS Krueng Peusangan. Penelitian ini bertujuan menentukan daerah rentan banjir sebagai upaya dalam memberikan informasi terhadap kesiapsiagaan dalam menghadapi bencana banjir. Untuk mengetahui daerah rentan banjir dilakukan dengan pemanfaatan Sistem Informasi Geografis (SIG) yang merupakan salah satu cara dalam proses pemetaan. Hasil dari penelitian ini menunjukkan luasan daerah rentan banjir pada kelas sangat rentan banjir yaitu 52,175 Ha, dan pada daerah rentan banjir yakni seluas 62,672 Ha. Pada overlay peta dengan parameter biofisik kerentanan banjir tidak ada kategori kelas sedang. Pada kelas agak rentan banjir memiliki luasan 66,701 Ha dan pada kelas tidak rentan banjir yaitu 74,233 Ha.Flood Vulnerability in the Krueng Peusangan WatershedAbstract : The Krueng Peusangan watershed is located in Central Aceh Regency as its upstream, crossing Bener Meriah Regency and empties into Bireuen Regency as its downstream. One of the problems in the Krueng Peusangan watershed is flooding, where flood disasters often have an impact on the people living in the Krueng Peusangan watershed. In dealing with flood disasters, it is necessary to have information on areas that are the target of floods in the Krueng Peusangan watershed. This study aims to determine flood-prone areas as an effort to provide information on preparedness in dealing with flood disasters. To find out flood-prone areas, it is done by using Geographic Information Systems (GIS) which is one way in the mapping process. The results of this study indicate that the flood-prone area in the highly flood-prone class is 52.175 Ha, and the flood-prone area is 62.672 Ha. In the map overlay with flood susceptibility biophysical parameters there is no medium class category. The slightly flood-prone class has an area of 66,701 Ha and the non-flood-prone class is 74,233 Ha. Keywords : Biophysical Factors, Flood Vulnerability, Geographic Information System, Krueng Peusangan Watershed

Abstract

Local wisdom that regulates life to maintain the balance of natural resources and supports ecological wisdom is essential in Gayo Lues Regency, Aceh Province. This local wisdom has been implemented from generation to generation as village regulation known resam kampung. The article investigates the effectiveness of the implementation of  resam kampung in the management of natural resources, specifically for water source areas in Gayo Lues Regency, by choosing  three villages, i.e  Sangir, Agusen and Rerebe, in Gayo Lues Regency. This article utilises a qualitative descriptive analysis method through interviews and FGD (focus group discussions), and data analyzed using the scoring method to obtain an effectiveness value of legal factor indicators based on Soerdjono Soekanto's legal theory, i.e. legal factors, law enforcement factors, facilities factors, community factors and cultural factors. Resam kampung is effectively applied for natural resource management based on the value of the legal factor especially in the management of water resources area. The application of rules with local cultural values and wisdom coupled with the guidance and cooperation of agencies related to forest and natural resource supervision is important to sustain natural resource management under the reusam kampung in future.

Abstract

Watershed is a unity of ecosystem from upstream to downstream consisting of the main elements of soil, vegetation, water, and air. Watershed has an important function in sustainable community economic development. Changes in land use result in most of the rainwater flowing as surface water which directly or indirectly has caused land degradation. This study aims to identify the presence of high conservation value areas as providers of natural environmental services in the Krueng Peusangan watershed. This study used the HCV Toolkit Indonesia approach and SIG analysis with a tiered quantitative method of slope, soil type, land cover and averaged daily rainfall intensity. The results obtained showed that the Krueng Peusangan watershed has 40.54% of high conservation value areas as providers of natural environmental services, with 23.15% of water supply and flood control areas and 20.01% of erosion and sedimentation control areas. It also identified, 2.67% of the Krueng Peusangan watershed is water supply and flood control areas as well as erosion and sedimentation control areas. This research offers important information about areas providing natural environmental services to the central government, local governments, non-governmental organizations and communities to work together to answer the big challenges in managing the Krueng Peusangan watershed
