<![CDATA[Artikel ini mempunyai tujuan agar dapat diketahuinya kewenangan Dewan Perwakilan Rakyat berdasarkan sebelum adanya Perppu No. 1/2020 serta menganalisis kewenangan DPR setelah adanya Perppu No. 1/2020. Metode yang dipergunakan dalam penelitian ini yakni penelitian hukum yuridis normatif melalui pendekatan perundang-undangan yaitu penelitian yang memiliki fokus pada kajian terhadap peraturan perundang-undangan mengenai permasalahan pada studi ini. Hasil studi menunjukkan bahwa terdapat perubahan kewenangan Dewan Perwakilan Rakyat dengan adanya Perpu No. 1/2020 yaitu terkait fungsi anggaran dengan adanya konflik norma antara ketentuan pada Pasal 12 Perpu No. 12/2020 dengan Pasal 23 UUD NRI 1945 konflik itu berkaitan penghapusan fungsi anggaran DPR RI baik pada proses dibentuknya APBN juga pada produk hukumnya. This article aims to determine the authority of the House of Representatives based on positive law in Indonesia and to analyze the authority of the DPR after the issuance of Perppu No. 1/2020. The method used in this research is normative juridical law research through a statutory approach, namely research that has a focus on the study of statutory regulations regarding the problems in this study. The results of the study show that there is a change in the authority of the House of Representatives with the existence of Perpu no. 1/2020, which is related to the budget function with the existence of a conflict of norms between the provisions in Article 12 of Perpu No. 12/2020 with Article 23 of the 1945 Constitution of the Republic of Indonesia, the conflict relates to the abolition of the budget function of the DPR RI both in the process of forming the State Budget as well as in its legal products.]]>
