Abstract

In order to effectively align corporate social responsibility (CSR) with the poverty reduction agenda, corporations need to be more inclusive and collaborative with other actors. Cross-sector partnerships in the implementation of CSR have been an emerging approach and practice, as promoted by public administration scholars. Key actors in the partnerships may come from the government, civil society represented by non-governmental organizations (NGOs), and corporations. However, designing successful effective partnerships that are relevant to cross-sector dynamics and political contexts has been proven to be particularly challenging, especially in emerging economies and new democracies, such as Indonesia. This paper provides key characteristics of effective cross-sector partnerships that have been derived from an examination of three case studies in Indonesia and Tanzania. They represent cross-sector partnerships with differing scope and depth. Throughout this paper, one can observe and extract key characteristics of effective partnerships based on three case studies of which a model for each is described. In particular, characteristics utilized for assessing the effectiveness of the models include ownership, alignment and synchronization, accountability, reduced dependency, resource sharing, along with representation and legitimacy.

Abstract

Tulisan ini mengeskplorasi relevansi gagasan transformative politics (Tornquist & Stokke, 2013) dalam praktik corporate social responsibility (CSR) di industri ekstraktif dalam konteks desa di Indonesia. Penjajakan ini penting karena pendekatan pembangunan partisipatif dalam praktik CSR belum mampu mengikis defisit kapasitas politik warga komunitas di sekitar operasi industry agar lebih berdaya secara politik. Yang jamak berbagai prosedur, mekanisme, desain program, dan piranti kelembagaan CSR belum berdampak signifikan dalam menyeimbangkan timpangnya relasi-relasi kuasa komunitas-perusahaan dan komunitas-elite lokal. Alhasil wacana dan siklus program CSR (agenda setting, formulasi program, pembuatan keputusan, implementasi, dan framing atas klaim kesuksesan) masih jauh dari kontrol warga komunitas. Gagasan transformative politics menempatkan agenda, strategi, dan aliansi untuk menggunakan berbagai kelembagaan yang sudah ada—namun minimalis dari sisi substansi demokratisasinya—untuk mengenalkan politik dan kebijakan yang bisa membuka kesempatan-kesempatan bagi warga komunitas guna mendorong pengelolaan CSR yang lebih demokratis. Sebagai upaya awal, tulisan ini menghimpun sejumlah keterbatasan dan tantangan penguatan dimensi transformative politics dalam praktik CSR.

Abstract

One of the controversies that defined Donald Trump’s presidency was his travel ban policy, which targeted immigrants from many Muslim-majority countries in 2017. While researchers have analyzed the rhetoric, discourse, and indirect speech acts of President Trump and American politicians to fully understand the enforcement of the travel ban, the number of studies investigating how politicians utilize the social construction of immigrants to support or oppose the travel ban is limited. Hence, it is crucial to thoroughly study how political actors socially construct immigrants to justify their policy positions on the travel ban. In this article, we contextualize the travel ban policy within the literature on the social construction of target populations, one of the prominent theories of policy processes. To that end, we examine four types of data sources: legal documents, relevant tweets posted by politicians, think tank publications (op-eds, releases, and commentaries), and news articles published during the travel ban debates. In light of our analysis, we find that not only policymakers but also members of the judicial system, news media sources, and think tanks construct immigrant identities in a way that justifies their policy positions on the travel ban. Our findings underscore the need for a nuanced and well-rounded debate on travel restrictions concerning the reconstruction and reimagination of immigrant identities by various actors. We also contend that future research could greatly benefit from analyzing the social construction of immigrants by different policy actors in a comparative fashion.
