Abstract

ABSTRAKPenelitian ini bertujuan untuk menganalisis pengelolaan perhutanan sosial sebagai solusi deforestasi di Indonesia. Masalah deforestasi di Indonesia yang seakan tak pernah berakhir selalu menjadi keprihatinan banyak pihak, sehingga Pemerintah menawarkan program perhutanan sosial melalui Undang-Undang Nomor 11 Tahun 2020 tentang Cipta Kerja yang diklaim menjadi solusi yang tepat untuk menangani masalah deforestasi. Jenis penelitian ini termasuk kajian hukum sosio-legal, yaitu melakukan pengkajian sosiologis terhadap hasil observasi di masyarakat, khususnya kelompok tani hutan yang berbasis Hutan Kemasyarakatan (HKm). Hasilnya, perhutanan sosial berbasis HKm yang diterapkan di Kalibiru dapat menjadi alternatif solusi dalam menangani permasalahan deforestasi di Indonesia. Secara umum, perhutanan sosial yang dikelola oleh masyarakat lebih efektif daripada dikelola oleh negara.Kata kunci: deforestasi;perhutanan sosial; Undang-Undang Cipta Kerja.ABSTRACTThis research aims to analyze the management of social forestry as a solution to deforestation in Indonesia. The problem of deforestation in Indonesia seems never end, has always been a concern of many parties, so the Government offers a social forestry program through Law Number 11 of 2020 concerning Job Creation which is claimed to be the right solution to deal with the problem of deforestation. This type of research includes socio-legal studies, which is conducting a sociological study of the results of observations in the community especially forest farmer groups based on Community Forests (CF). As the result, the CF-based social forestry program implemented in Kalibiru could be an alternative solution to dealing with the problem of deforestation in Indonesia. In general, community-managed social forestry is more effective than state-run one.Keywords: deforestation;social forestry; Job Creation Law

Abstract

Program Pengabdian Masyarakat PKM ini dilaksanakan bermitra dengan Pemerintah Padukuhan Sembung, Purwobinangun, Pakem. Permasalahan utama mitra adalah belum adanya kemandirian ekonomi. Oleh karena itu, pengabdi selama 2 tahun berturut-turut melakukan pengabdian pada tahun 2019 dan 2020 dengan kurun waktu 4 minggu. Tujuan dari pengabdian ini adalah untuk membentuk kemandirian ekonomi para ibu rumah tangga dan kebersihan lingkungan. Pengabdian ini menggunakan metode berupa penyuluhan kualitas batik, penyuluhan nilai ekonomi batik, dan pelatihan batik eco-print di atas media keramik. Adanya pengabdian tersebut berdampak terhadap peningkatan keterampilan Ibu-Ibu Padukuhan Sembung, dengan pelatihan variasi-variasi keterampilan membatik, sehingga mitra memiliki alternatif untuk mengembangkan jenis batik. Peserta pengabdian mengalami peningkatan keterampilan membatik eco-print di atas media keramik ditunjukkan dengan 18 orang yang sebelumnya tidak bisa membatik eco-print di atas media keramik kemudian setelah pengabdian dilakukan 18 orang tersebut bisa membatik eco-print di atas media keramik. Pelatihan ini melengkapi keterampilan peserta dalam variasi media batik eco-print, setelah sebelumnya telah diadakan pelatihan berbagai metode batik eco-print dan membatik batik eco-print di atas media kain.  This Community Service Program is carried out in partnership with the Government of Padukuhan Sembung, Purwobinangun, Pakem. The main problem of partners is the absence of economic independence. Therefore, for two consecutive years, devotees carried out service in 2019 and 2020 for four weeks. The purpose of this devotion is to form the economic independence of housewives and the cleanliness of the environment. This service uses batik quality counselling, batik economic value counselling, and eco-print batik training on ceramic media. This service's existence impacts the improvement of the skills of Padukuhan Sembung Mothers, with training on variations of batik skills so that partners have alternatives to develop types of batik. Service participants experienced increased eco-print batik skills on ceramic media, as shown by 18 people who previously could not batik eco-print on ceramic media. Then after the service, the 18 people could batik eco-print on ceramic media. This training complements participants' skills in various eco-print batik media after training on various methods of eco-print batik and batik eco print batik on cloth.

Abstract

This research is included in the type of juridical empirical legal research (sociological). Empirical juridical research is a type of research that uses and processes empirical facts taken from human behavior, both verbally which can be obtained through interview techniques and real behavior obtained by direct observation. To obtain this research material, the researcher uses the literature study method, namely by studying legal materials and by conducting field studies that examine the facts in the field. While the legal material in this study is library material in the form of primary legal material, legal and non-legal articles and books as secondary legal material and the results of interviews in the field as tertiary legal material
