<![CDATA[ABSTRAKPenelitian ini bertujuan untuk mengetahui bagaimana penanganan pengungsi Rohingya yang dilakukan oleh Pemerintah Kota Lhokseumawe. Meskipun Indonesia bukan merupakan negara resettlement country karena tidak mengkonversi Konvensi Jenewa 1951, namun Indonesia tetap peduli terhadap nasib dari pengungsi dari luar negeri yang masuk ke wilayah Indonesia. Hal ini terlihat dengan adanya Peraturan Presiden No 125 tahun 2016. Pemerintah Kota Lhokseumawe merupakan implementator dari Peraturan Presiden ini karena terdapat pengungsi Rohingya dalam wilayah mereka. Penanganan pengungsi Rohingya kali ini menjadi tantangan tersendiri bagi Pemerintah Kota Lhokseumawe dikarenakan adanya pandemi Covid-19. Penelitian ini menggunakan teori Implementasi Kebijakan Edward III sebagai alat untuk membedah fenomena ini. Penelitian ini menggunakan pendekatan kualitatif. Hasil penelitian menunjukan bahwa penanganan pengungsi Rohingya oleh Pemerintah Kota Lhokseumawe belum berjalan maksimal. Faktor utama penghambat adalah ketidaktersediaan anggaran oleh Pemerintah Kota Lhokseumawe untuk menangani pengungsi Rohingya. Faktor lainnya adalah adanya pandemi Covid-19, adanya indikasi penumpang gelap, sehingga Pemerintah Kota Lhokseumawe sulit untuk mengambil keputusan apakah akan membawa pengungsi tersebut ke daratan atau tidak. Although Indonesia is not a resettlement country because it did not convert the 1951 Geneva Convention, Indonesia still cares about the fate of refugees from abroad who enter Indonesian territory. This can be seen in the Presidential Regulation No. 125 of 2016. The Lhokseumawe City Government is the implementer of this Presidential Regulation because there are Rohingya refugees in their territory. The handling of Rohingya refugees this time is a challenge for the Lhokseumawe City Government due to the Covid-19 pandemic. This research uses Edward III's Policy Implementation theory as a tool to dissect this phenomenon. This research was conducted by using qualitative method. The results of this research showed that the handling of Rohingya refugees by the Lhokseumawe City Government had not run optimally. The main inhibiting factor is the unavailability of budget by the Lhokseumawe City Government to handle Rohingya refugees. Another factor is the Covid-19 pandemic, indications of stowaway passengers.
