Abstract

The all-digital era like now encourages countries to immediately make changes towards digitalization, including Indonesia. Where the Indonesian government is launching the “100 smart cities” program, one of which is Surakarta. The city government of Surakarta itself has several excellent programs, one of which is the EPPSON program, which was created with a vision to increase PAD and provide convenience for the community. In realizing the program, the government collaborates with several stakeholders or is called collaborative governance. So that researchers are interested in researching the collaboration model carried out with Ansell and Gash's theory and finding out the effectiveness of the collaboration that has been carried out using the basic 5 theories of the effectiveness of collaborative governance belonging to experts which are elaborated into 7 indicators. The method used is descriptive qualitative by using primary and secondary data sources. In his findings, it was found that collaboration had been carried out well according to Ansell and Gash's model and for effectiveness, most of it had been met and there was one indicator that had not been met and had to be corrected immediately, namely the sharing of information in collaboration forums.

Abstract

This study aims to determine the collaborative governance process carried out by the Surakarta BNNK with the Surakarta Police Narcotics Investigation Unit, the Cahaya Kusuma Bangsa Foundation, and the Surakarta Children's Forum in overcoming drug abuse cases through the P4GN and Kelurahan Bersinar programs. This is motivated by the city of Surakarta which ranks second highest in the distribution and abuse of narcotics in Central Java and the low drug danger response index, ironically during the Covid-19 pandemic this case has reached students. So there needs to be collaboration from various parties to overcome these problems. In this study, the theory of Emerson, et al (2012) was used to examine the collaboration process through three components, namely the dynamics of collaboration, collaborative actions, and the impact and adaptation of the collaboration process. This research is included in the qualitative descriptive research. Data collection techniques used are interviews, observation, and documentation. Data analysis in this study used source triangulation techniques. Then the data were analyzed through data reduction, data presentation, and conclusions. The results of the research show that the collaborative process has been carried out in various ways, but it was found that there were still collaboration actors who did not yet have an MoU and there were no local regulations that specifically discussed the Kelurahan Bersinar program. In addition, the lack of availability of funds is also an obstacle to the collaboration process to achieve collaboration goals.

Abstract

The purpose of this study was to identify and analyze the Human Resource Development Strategy to Improve the Quality of Public Services in the Dili Regional Government. This problem is motivated by the increasing need for people who will get public services, but the available human resources are seen as insufficient and able to meet the needs of the community in the field of public services. The problems that will be examined in this research are: What is the strategy for developing human resources to improve the quality of public services in the Dili local government. By using the theory of human resource development strategy according to Jons, 1928 in Sarwono: Training, Education, Coaching, Recruitment, and system change. The results showed that the HR development strategy in improving the quality of public services in the Dili Regional Government was carried out by trying development and training education programs by giving study permits to staff to continue their education at Timor Leste universities, based on the skills and willingness of staff to learn, and return to local government services after completing studies, with the aim of improving performance and professionalism, and achieving public service quality according to community expectations. From this it can be concluded that the Dili local government has compiled various education and training programs and issued study permits for staff to improve their skills and abilities to improve the quality of public services in accordance with community expectations for the realization of good governance in the Timor-Leste government system.
