Abstract

The Family Hope Program (PKH) is a conditional social assistance provided to poor families with components of health (toddlers and pregnant women), education (elementary, junior high, and high school children), and social welfare (elderly and socially disabled). This study aims to determine and describe the effectiveness of the Family Hope Program (PKH) in an effort to reduce the burden of spending on poor families in Nagori Kandangan, Pematang Bandar District, Simalungun Regency. The research method used is a descriptive method with a qualitative approach. Data collection techniques were carried out by interview, observation, and documentation. The results showed that PKH in Nagori Kandangan is still not effective. In terms of achieving goals, there are still delays in the distribution of PKH funds and the inaccuracy of PKH targets. In integration indicators, PKH is still not fully integrated and there is still a lack of understanding of KPM related to PKH due to the lack of socialization held. In the adaptation dimension, PKH is still not able to adapt to the wishes of KPM, especially in opening a business.

Abstract

Subsidized fertilizer distribution is the process of distributing subsidized fertilizer from fertilizer subsidy implementers to farmers as final consumers. This study aims to determine and describe in detail the effectiveness of implementing subsidized fertilizer distribution policies for farmers in Bangun Purba Village, Lembah Sorik Merapi District, Mandailing Natal Regency. The research method used is descriptive method with a qualitative approach. Data collection techniques were carried out by interviews, observation, and documentation. The results showed that the implementation of the subsidized fertilizer distribution policy in Bangun Purba Village still needed improvement because it was not yet effective. In terms of the source approach it is still not effective because there are inadequate staff in providing information to farmers, but in terms of fulfilling facilities it is said to be effective. In the process approach, the implementation of the distribution of subsidized fertilizers is still experiencing delays, then the subsidized fertilizers that are distributed are also not in accordance with the needs of farmers, the price of subsidized fertilizers has also increased which is a difficulty for farmers. In terms of the targeting approach, the distribution of subsidized fertilizers has been effective because the retailers in Bangun Purba Village only provide subsidized fertilizers to registered farmers.

Abstract

In public policy about tourism it is mentioned tourism is not only building infrastructure but protect human right, cultural diversity, local wisdom and community local empowerment. Therefore, the implementation of tourism must have an impact on the lives of local communities and its implementation must involve the community to participate in implementing these policies. For this reason, it is necessary to implement local wisdom-based community empowerment in tourism activities so that the community structure that participates in tourism can be independent and prosperous.The purpose of this research was to determine the implementation of community empowerment based local wisdom policies in tourism activities at Lumban Suhi-Suhi Toruan village, Samosir Regency. The method used in this study is descriptive qualitative using the theory of M.S. Grindle stated that implementation can be seen from several indicators, namely related interests, type of benefits, degree of change to be achieved, location of decision making, program implementers, resources used, power, interests and actors involved, character of institutions and regimes those in power, and the level of compliance and response from the implementer.The implementation of community empowerment based on local wisdom policies in Lumban Suhi-Suhi Toruan village like Martonun Sadari, Hita Do Hutaraja and ulos weaving training have not been optimally. The obstacle factor because the lack of resources owned by the village and regional governments, along with the weaving ulos group, causing the benefits of the policies obtained to be less felt by the empowered community.

Abstract

Program evaluation is a unit of activity that aims to collect information that implements a policy, takes place in a continuous process, and occurs in an organization that involves a group of people for decision making. Program evaluation aims to determine the achievement of program objectives implemented. Based on the Instruction of the Ministry of Home Affairs of the Republic of Indonesia Number 470/837/SJ concerning the Population Administration Movement, the main objective of this movement is to increase public awareness in the field of population administration towards an orderly society, an effective and efficient government and a competitive state. Regarding the GISA program in Sibolga City, it was found that there were still people who did not have an orderly population administration, the target of the GISA program did not know the program's objectives, the programs carried out were not targeted at the community and there was no increase in document ownership from 2019 to 2020 in the administration of KIA ownership. For this reason, this study will identify and describe in detail the evaluation of the GISA Program at the Population and Civil Registration Office of Sibolga City. This study uses a descriptive research method with a qualitative approach. Data collection techniques used are interviews, observations and documentation related to the evaluation of the GISA program at the Population and Civil Registration Office of Sibolga City. The data obtained were analyzed qualitatively by examining all the collected data, studying the data, and compiling the data obtained using the approach proposed by D. Stufflebeam using the CIPP evaluation model, namely, Context, Input, Process and Product. Through this research, it is known that the evaluation of the GISA program at the Population and Civil Registration Office of Sibolga City on the context dimension of the GISA program can be found that there are still people who are not aware of the importance of ownership of population documents so that the necessary needs are not met. The input dimension for the evaluation of the GISA program found was that the facilities and infrastructure were not optimal enough to fulfill the implementation of the GISA program, so that the technical implementation of document formation was not carried out properly. In the Process dimension, there are still people who do not know the GISA program about the importance of ownership of population documents and the schedule of activities is not carried out properly due to the Covid-19 pandemic. The Product Dimensions found to have the effect of this program have not been conveyed to the community as a whole.

Abstract

Coordination is carried out to create a uniform and harmonious effort on the target that has been determined. The ideal coordination in tourism development is coordination that is able to establish effective cooperation and communication between related organizations so that each organization is able to carry out its duties in order to achieve effectiveness in the implementation of tourism development, one organizational unit will not be able to run alone without cooperating with other organizations. The research method used in this study is a descriptive research method with a qualitative approach. By formulating the theory put forward by Dann Sugandha, namely units or organizations, potential sources, movement of activities, unity, harmony, the same direction (target). By using data collection techniques carried out by means of interviews, observations, and documentation The results of this study are that in developing the Paris Beach destination in Tigaras, the Department of Tourism and Culture coordinates directly with the Department of Transportation to regulate land and water traffic, which then coordinates also with the Department of Public Works regarding Spatial Planning, facilities and infrastructure, and coordination as well. carried out to the Tourism Awareness Group and the tourism management community in managing tourist destinations. The coordination of the development of these tourist destinations has the same direction and target, namely to make Paris Beach a tourist destination that will be taken into account and attract a lot of tourists, of course, with improvements such as road access to Paris Beach, the available rides are still suitable for use, and comfort of visitors on Paris Beach. From the results above, the coordination of the development of the Paris Beach has been carried out well but needs to be maximized.
