Abstract

The Residential Housing Development Program is a government program to assist communities in fulfilling their basic needs. This study aims to see how this program is implemented, then the influencing factors, and strategies that can be taken to make this program more optimal. The study used qualitative methods with an inductive approach through data collection techniques of observation, interviews and documentation. The results of this study indicate that the Decent Home program has a positive impact on welfare aspects including material, physical, mental, and spiritual aspects. Then, this study also found that the supporting factors for the implementation of this program were the support from the community, the selection of the right location, and good coordination between the Land, Housing and Settlement Areas Office and the village apparatus. While the inhibiting factors, there are also three things, namely: limited land availability, difficult access to remote areas, and lack of community knowledge about the Rulahu program. The strategy that can be taken by the government based on the results of the SWOT calculation is an offensive approach, including: cooperation with the kelurahan to obtain more valid data on prospective recipients, collaborating with the community for reporting, and improving the quality of house outputs so that people are more confident.

Abstract

Women's empowerment is needed to eliminate various forms of discrimination in the social, economic and political fields that still occur until today. The empowerment activities which were carried out on March 23 and 24 2022 aim to minimize these problems, namely by educating 100 women in Cimuja Village on the topic of women's representation in public and political sphere. The methods used are lectures, questions and answers, simulations, and group activities. This activity, which is part of the 'Sekoper Cinta' Program in West Java Province, went well, as evidenced by the enthusiasm of the participants. It is hoped that similar programs can be carried out in other regions so that gender equality can be achieved nationally.

Abstract

Abstract Voter participation in the Banjarmasin City elections has decreased from 65.63 percent in 2015 to 55.7 percent in 2020. This study aims to identify various supporting and inhibiting factors, as well as formulate the best strategy to increase voter participation in the next period. This research is a descriptive-qualitative study involving informants who were determined purposively, namely: commissioners and heads of the General Election Commission (KPU) division, and various informants from the Voting Organizing Group (KPPS) and voter groups who were determined by snowball technique. In addition, survey is also used and the data is analysed using the Analytical Hierarchy Process (AHP) to determine the priority strategy. This study found that the spread of the Covid-19 virus and bad weather which technically affected regional election activities reduced the level of voter turnout in the Banjarmasin City regional head election. Meanwhile, regulations and legal products, election administration resources, funding, and facilities/infrastructure are the supporting variables in increasing participation. The KPU of Banjarmasin City has three initiatives, namely ‘village care on elections’ program, election information socialization on print-media, and socialization through social media to increase voter participation. Of the three strategies, 'Villages care on elections' is the priority strategy for encouraging engagement, according to the findings of an analysis using AHP. Keywords: Analytical Hierarchy Process, voter participation, local election, election commission.
