Abstract

Local revenue (PAD) in South Sumatra Province is optimally pursued to carry out effective and efficient functions to improve the quality of public service management. As one of the sources of financing owned by the region, regional original income (PAD) is income obtained by the local government level (Pemda) which is extracted by the regional government from economic sources in the area. Based on PAD (Regional Original Income) sourced from local tax revenues, tax revenue in South Sumatra Province up to the first quarter of 2021 amounted to IDR 2.00 trillion. This revenue realization decreased by IDR 177.77 billion. Therefore, it is necessary to increase public services to the community so that they become an important element, bearing in mind that the payment of taxes and fees is already a public obligation to the State.

Abstract

Law of the Republic of Indonesia Number 9 of 2015 concerning the Second Amendment to Law of the Republic of Indonesia Number 23 of 2014 concerning Regional Government. Regional revenues budgeted in APBD can guarantee that regional and community independence will soon be realized, especially from general allocation funds which will provide certainty for regions in obtaining financing sources. Regarding the effect of the recession on economic growth and government policies, a number of international institutions project world economic growth in 2023 to be in the range of 2.3% -2.9%. In this case, regional income has a relationship with various social physical and economic variables is to identify which variables have an influence on the acceptance of regional income. Through regional autonomy, the transfer of government authority by the central government to autonomous regions aims to achieve prosperity through public services that are basic services as well as leading sector development.

Abstract

This study aims to examine the Legal Construction and Impact of Minister of PANRB Regulation No. 1 of 2023 on the effectiveness of public administration through functional position reform in Indonesia. The background of this research is based on the importance of legal foundations in running the country's legal system, which includes regulations governing the lives of the people. The research method used is a descriptive-analytical design with a qualitative approach, involving in-depth interviews, documentation, and participatory observation. The findings of this study indicate that one of the main challenges in implementing functional position policies is the lack of training and competency development for Civil Servants (PNS). The implication of these findings is the need to enhance the professionalism of PNS through functional position reform to strengthen the application of good governance principles in public administration. This study contributes to understanding the relationship between legal construction, functional position reform, and the effectiveness of public administration in Indonesia.
