The Arabic language teaching system at Madrasah Aliyah is increasingly complex, dynamic, and varied according to the development of human knowledge. One strategy that can support the achievement of language learning objectives is to create a language environment. The language environment with all the linguistic activities contained in it and carried out by students properly can support the process of mastering the language MAN Insan Cendikia West Halmahera which is the research location is located in a district in North Maluku province which has also implemented a boarding school learning system for its students. With the availability of adequate advice and infrastructure, it can support the improvement of language skills for students In this study, researchers used two approaches to Learning Theory as a reinforcement of the research results. The theory used was Behaviorism Theory or the theory of behavior change caused by stimulus and response and also Social Learning theory from Albert Bandura. This research uses descriptive qualitative research and to see the success rate of the program, researchers use the CIPP evaluation model. Data collection techniques using interviews, observation and documentation. The results of this study indicate that Madrasah Aliyah Insan Cendikia West Halmahera has carried out several Language Programs in the context of forming an Arabic-language environment including international Day, muhadarah usbuiyah and qismu Allugha, besides that other supporting activities are carrying out routine studies using classic books with certain themes. Natural language acquisition also exists through interactions between teachers and students using Arabic, announcements also use Arabic and English, and also through posters or pictures attached to the walls of the madrasa. Evaluation of the language program using the CIPP evaluation model (Context, Input, Process and Product) has shown good results, the programs implemented have had a major impact on the development of Arabic in madrasas..
