Abstract

Abstract: This study evaluates the cause and effect of financing problems on Baitul Mal wa Tamwil (BMT) during COVID-19 and analyzes the strategy taken by BMT to handle financing problems. This study is qualitative research. The primary and secondary data were obtained from observations, interviews, and documentation. The informants of the study are top management and members of BMT Al Hidayah Kotaraja Lombok Timur. The data are analyzed using the FMEA (Failure Mode and Effect Analysis) approach. The FMEA method is a systematic method used to identify and prevent problems in a company's product or business process. All process is calculated in a score, namely Risk Priority Number (RPN), and shown in the Pareto diagram. Financing problems are categorized as substandard, doubtful, and bad financing. The causes of financing problems are, among others, the employee’s lack of ability to assess the personality of the prospective debtors in fulfilling their installments, and natural disasters (the COVID-19 pandemic) that may affect someone’s financial ability. Financing problems have an impact on the emergence of financing risk. BMT Al Hidayah Kotaraja is also directly impacted by the inefficient money flow because monthly profit sharing still needs to be distributed to the members. The main factor causing this problem is staff members' inability to evaluate potential debtors. Additionally, the company's approach to these financing problems has not been working. The management, in that case, focused on the debtors instead of their employee’s capability. In that circumstance, the management ought to focus on improving the capacity of their staff to evaluate potential members. According to this study's findings, the FMEA is applicable in resolving finance issues in BMT. Originality/Value: The research related to risk management in BMT, especially NPF caused by the COVID-19 pandemic, using the FMEA (Failure Mode and Effect Analysis) method. FMEA is a systematic method used to identify and prevent problems with a company's products or business processes from occurring. FMEA is used to examine risk management in banking and provides convenience to the management in making decisions for planning, maintenance, and development purposes. The FMEA method in this study identifies and prevents problems in BMT.

Abstract

The religious tourism market, in the form of organizing umrah services, has enormous potential in Indonesia. Hundreds of thousands of pilgrims each year go to Baitullah by using airplanes. One of the airlines that provides flight services for umrah pilgrims is PT. Garuda Indonesia (Persero), Tbk. In 2019 Garuda Indonesia issued a letter, namely GA Info, informing the change of the direct selling system for Middle East route (Jeddah and Medina) to a wholesaling system by appointing 6 sales partners. In 2020 the Business Competition Supervisory Commission (KPPU) fined Garuda IDR 1 billion for Discriminatory Practices related to the Selection of Sales Partners for Umrah Tickets to and from Jeddah and Medina. Garuda Indonesia then challenged the KPPU's decision to court and on March 22, 2022 the Supreme Court (MA) of the Republic of Indonesia rejected Garuda Indonesia's appeal against the KPPU's decision. Yahya bin Umar in his book Ahkam al-Suq explained monopoly practices and unfair competition and the impact to social justice. This paper will discuss Garuda's monopolistic policies that created unfair business competition from the perspective of Yahya bin Umar. Pasar wisata religi yang berupa penyelenggaraan ibadah umrah, sangat besar potensinya di Indonesia. Ratusan ribu jamaah tiap tahun berangkat ke Baitullah dengan menggunakan moda transportasi pesawat terbang. Salah satu maskapai yang menyediakan layanan penerbangan bagi jamaah umrah adalah PT. Garuda Indonesia (Persero), Tbk. Pada tahun 2019 Garuda Indonesia mengeluarkan surat edaran GA Info yang berisi perubahan sistem penjualan secara langsung untuk tiket rute Middle East (Jeddah dan Madinah) menjadi sistem penjualan wholesale dengan menunjuk 6 mitra penjualan. Pada tahun 2020 Komisi Pengawasan Persaingan Usaha (KPPU) mendenda Garuda sebesar 1 miliar atas Praktek Diskriminasi terkait Pemilihan Mitra Penjualan Tiket Umrah Menuju dan dari Jeddah dan Madinah. Lalu Garuda Indonesia menggugat keputusan KPPU ini ke pengadilan dan pada tanggal 22 Maret 2022 Mahkamah Agung (MA) Republik Indonesia menolak kasasi Garuda Indonesia atas putusan KPPU. Praktek monopoli dan persaingan tidak sehat serta dampaknya terhadap keadilan sosial disinggung oleh ulama Yahya bin Umar dalam kitabnya Ahkam al-Suq. Tulisan ini akan membahas kebijakan monopolistik Garuda yang menciptakan persaingan usaha yang tidak sehat menurut perspektif Yahya bin Umar.
