Abstract

High urban population growth that are followed by prominent urbanization phenomena is a global issue. It raises challenges and problems in various aspects, such as a decrease in environmental quality due to reduced green space, and the need for adequate and quality food availability for the growing urban population. Accordingly, as has been implementing in most advanced urban areas worldwide, urban farming activities appears as a promising solution to supply a sustaingood quality agricultural products. The Semarang City Government has designated urban farming program to promote food resilience as one of the priority development issues stated in the RPJMD 2016-2021. Following the commitment, this study aims to elaborate potentials and co-benefits to further develop the urban farming activities within the city. Descriptive and spatial analyses supported by secondary and primary data were applied to assess the findings. There are two types of urban farming activities, those are (a) located in the outskirt of the city mostly using conventional approach, and (b) urban farming mostly in the city center applying hydroponic or other approaches those are suitable for limited space.The potentials are various including many kinds of vegetables, cassava, sugar cane, durian, and mushrooms. The co-benefits include different aspects (i.e. environmental, economic, social, health, education and tourism). Proper top-down and bottom-up policy instruments are very critical to ensure that the urban farming activity brings optimize benefit to the people as well as to the city.

Abstract

Mixed use development is one of the supporting aspects of compact city in sustainable urban development that focuses on developing areas with various functions such as residential, commercial, office, and other supporting facilities developed and built in one area. This concept addresses the need of availability optimization in a limited land area. This paper aims to study the mixed use in supporting the compact and sustainable space in Semarang City, as planned in “RTRW Kota Semarang 2011-2031”. For this purpose, mixed use cities can be measured from land use patterns and mixed land use rates. The Entropy Index is a measure of the level of mixed use that takes into account the relative percentage of two or more land use types in a region. The size of the entropy index indicates that good land use in a given area is relatively balanced against other land uses within certain area boundaries. The existing land use distribution for each region is obtained from shapefile of urban land use and image interpretation. Therefore, this study uses quantitative measures of spatial mixed use through the use of Geographic Information System (GIS) data. Finally, we find that in the city center there are areas that are considered as an example of the development of mixed use in Semarang City, which is located in Central Semarang subdistrict (Pekunden, Karangkidul, Brumbungan, and Jagalan).

Abstract

Flood management became one of the development priorities in Semarang since it leading to massive loss and damage to life and assets. The flood disaster in Kaligarang that occurred in 1990, has been the driving force to anticipate the flood risk in the West Flood Canal. Semarang City Government has made efforts to minimize the risk of flooding through the construction of Jatibarang reservoir. However, with the current conditions, such as increased rainfall intensity and reduced upstream catchment function, the risk of flooding in areas of West Flood Canal is also increasing, so communities preparedness is absolutely necessary. As part of supporting the government of Semarang City, Mercy Corps Indonesia in collaboration with the Initiative for Urban Climate Change and Environment (IUCCE) and the Initiative for Regional Development and Environmental Management (IRDEM) with support funding from Z Zurich Foundation to help community in sub-districts along Semarang West Flood Canal to have proper planning in dealing with flood risk. One of community preparedness form is to establish a disaster preparedness group (kelompok siaga bencana-KSB) which functions to organize communities when facing disasters. The purpose of this article is to examine the process and benefits of the KSB establishment for the community and local government (sub-district), and its become lesson learned for other regions. The research method is qualitative, with primary data collection techniques is semi-open interviews. Sampling technic used in this interview was purposive sampling, because respondent was chosen by their competency. Besides, observations were done on each activities and literature review. The results of this study are the process of implementing the establishment and strengthening of the KSB and increasing the benefits of KSB about 37% because the community has received disaster preparedness training.

Abstract

Infrastructure is one critical aspect of city development. Based on the National Long-Term Development Plan (RPJPN) 2005-2025, enhance the capacity of infrastructure, and its system will impact the quality of the nation. The Sustainable Development Goals (SDGs) account for the development of resilient infrastructure in goal number nine. It is said that infrastructure not only increases the quality of life of the present generation but also has to accommodate the needs of the future generation. Semarang City, as one of the big cities in Indonesia, faces a problem of infrastructure as a result of its rapid development and population growth. The city has to provide quality infrastructure to its two million population as well as the suburbs around. Semarang City needs to address some urban problems like floods, congestion, adequate housing for the low-middle income people, and lack of green open space due to the inefficiency of the infrastructure system. As the infrastructure aspect is essential for the city, the government will need an instrument to measure infrastructure development performance. This study aims to analyse the alternatives for infrastructure development indicators in Semarang City. The method is descriptive and content analysis to review the current development plan of Semarang City, government regulations and infrastructure development literature. The result shows there are 204 indicators of infrastructure development of Semarang City, which grouped into seven aspects of infrastructures. The indicators then selected based on criteria to 148 indicators. The latter indicators then analysed based on its relevance with the Semarang City context and data availability that result in 67 final indicators that can be used to measure the performance of Semarang City infrastructure development.
