Abstract

This article provides rank alternatives of 113 potential urban park locations at sub-district level in Depok Municipality. These potential locations were selected because they have areas between ≥24.000 m2 and <144.000 m2 based on urban park classification in sub-district level. Three spatial criteria in form of vector datasets, namely road length, potential green open space (GOS) and park area were processed using Geographic Information System (GIS) and then weighted using ranking method. In every column of each location within spatial attribute table, those 3 criteria were processed to provide positive ideal (r+) and negative ideal (r -) solutions using Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) method. These solutions were computed to generate the relative closeness (ci+) of each location. When input into TOPSIS, road length and GOS status were classified as benefit indices while park area as cost indices. Results show the first rank has ci+ 0.83, while lowest rank has ci+ 0.039. For assessment of TOPSIS results’ performance, the demand for park total unit and area for every sub-district were computed from predicted population of 2030 and 2040. Simulated urban park development percentage from TOPSIS results were classified into 3 scenarios, namely scenario I (100% development), scenario II (50%) and scenario III (10%). It can be concluded that scenario I successfully meet the urban park area demand in 2040 for every sub-district. Moreover, scenario I sufficiently serve park unit demand in 8 sub-districts equal to 72.72% of the whole sub-districts in Depok Municipality.Artikel ini menyajikan alternatif peringkat dari 113 lokasi potensial taman Kota Depok di tingkat kecamatan. Lokasi potensial ini dipilih karena memiliki luas ≥24.000 m2 dan <144.000 m2 berdasarkan klasifikasi taman kecamatan. Tiga kriteria spasial berbentuk data vektor, yaitu panjang jalan, wilayah potensial ruang terbuka hijau (RTH), dan luas lokasi diproses dengan Sistem Informasi Geografis (SIG) kemudian diberi bobot menggunakan metode peringkat. Dalam setiap kolom atribut spasial, 3 kriteria tersebut diproses dengan metode Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) untuk menghasilkan solusi ideal positif (r+) and ideal negatif (r -). Nilai solusi ini dikomputasi menjadi nilai relative closeness (ci+) untuk setiap lokasi taman. Kriteria panjang jalan dan wilayah RTH potensial diklasifikasikan sebagai benefit indices sedangkan luas lokasi taman sebagai cost indices. Hasil studi ini menunjukkan bahwa lokasi taman kecamatan potensial dengan peringkat pertama memiliki nilai ci+ 0,83, sementara peringkat terakhir memiliki nilai ci+ 0,039. Untuk menganalisis kinerja lokasi taman potensial yang dihasilkan TOPSIS terhadap target kebutuhan taman, maka dilakukan prediksi kebutuhan jumlah unit dan luas taman kecamatan berdasarkan proyeksi penduduk tahun 2030 dan 2040. Selanjutnya simulasi prosentase pembangunan taman kecamatan hasil metode TOPSIS diklasifikasi menjadi 3 skenario yaitu skenario I (100%), skenario II (50%), dan skenario III (10%). Dapat disimpulkan untuk penerapan skenario I, hasil studi ini diprediksikan mampu melayani kebutuhan luas taman kecamatan di Kota Depok sampai tahun 2040. Sedangkan untuk memenuhi kebutuhan unit taman kecamatan sampai tahun 2040, skenario I masih bisa diaplikasikan pada 8 kecamatan atau 72,72% dari seluruh kecamatan di Kota Depok.

Abstract

AbstrakSustainable Development Goals (SDGs) atau Tujuan Pembangunan Berkelanjutan (TPB) telah diamanatkan dalam Peraturan Presiden Nomor 111 Tahun 2022 (Perpres 111/2022). Dalam RPJMD Kota Bogor 2019-2024, salah satu arah kebijakan untuk mencapai misi Mewujudkan Kota Bogor Yang Sejahtera adalah dengan mengembangkan potensi ekonomi lokal melalui pengembangan kampung kampung tematik sebagai salah satu destinasi wisata di setiap wilayah. Sesuai dengan RPJMD Kota Bogor, maka Bappeda Kota Bogor merupakan perangkat daerah yang ditugaskan untuk mengampu perencanaan kampung tematik dimana setiap tahun indikator kinerja utama Bappeda Kota Bogor adalah menyusun dua dokumen kampung tematik. Terkait dengan Perpres 111/2022, maka perlu diidentifikasi TPB/SDGs yang berkaitan dengan keberadaan lokasi kampung tematik di Kota Bogor. Hal ini diperlukan sebagai tahap persiapan penyusunan RAD (Rencana Aksi Daerah) TPB sehingga lokasi kampung tematik diharapkan dapat berperan terhadap pencapaian pelaksanaan TPB/SDGs. Program Kampung Lauk di Kelurahan Bubulak, Kecamatan Bogor Barat merupakan salah satu lokasi prioritas kajian yang dilakukan oleh Bappeda Kota Bogor dimana hasil keselarasan menunjukkan bahwa Program Kampung Lauk selaras dengan TPB/SDGs 1 (“Mengakhiri Kemiskinan Dalam Segala Bentuk di Manapun”), 2 (“Menghilangkan Kelaparan, Mencapai Ketahanan Pangan dan Gizi yang Baik, serta Meningkatkan Pertanian Berkelanjutan”), dan 6 (“Menjamin ketersediaan serta pengelolaan air bersih dan sanitasi yang berkelanjutan untuk semua”). Sedangkan hasil analisis spasial dengan metode GSA (Green Space Accessibility) dengan euclidian distance 900 meter menunjukkan bahwa terdapat 15 RW yang secara penuh mempunyai aksesibilitas ke Kampung Lauk, dan masih terdapat 16 RW yang masih belum secara penuh mempunyai aksesibilitas ke Kampung Lauk. AbstractThe new Presidential Regulation Number 111 Year 2022 (Perpres 111/2022) has been launched mainly to synchronize development programs at the national and province/municipality level with Sustainable Development Goals (SDGs). In the Bogor Municipality Five-Year Development Program (RPJMD) 2019-2024, one of the policies to accomplish the mission to improve the Welfare of Bogor Municipality is to develop local economic potential through thematic villages as tourism destinations. According to RPJMD 2019-2024, Bogor Municipality Regional Planning and Development Agency (BAPPEDA) is the agency whose task is to plan thematic villages. Hence, each year Bappeda is tasked to plan two thematic villages and this task is mandated as BAPPEDA’s key performance indicator.  Related to Perpres 111/2022, it is mandatory to identify which thematic village programs are related to SDGs. This identification step is very important for the future Municipality Action Plan (Rencana Aksi Daerah/RAD) to include thematic villages as contributors to SDGs implementation. Kampung Lauk location is one of the thematic villages in Bogor Municipality, this location is situated in Bubulak Village, West Bogor sub-district. Based on synchronization analysis, it shows that programs in Kampung Lauk are supporting SDGs 1 (No Poverty), SDGs 2 (No Hunger), and SDGs 6 (Clean water and sanitation). It can be added for this study, spatial analysis using GSA (Green Space Accessibility) with 900 m accessibility radius shows that 15 neighborhood groups (rukun warga/RW) have access to Kampung Lauk location. In addition, there are still 16 RW that do not have full access to Kampung Lauk location.
Priority Modeling for Public Urban Park Development in Feasible Locations using GIS, Intuitionistic Fuzzy AHP, and Fuzzy TOPSIS Arif Wicaksono

Abstract

As feasible locations of public urban park in Bogor Municipality have been acquired in a previous study, decision makers are urgently needed to be informed on which locations should be prioritized for public urban park (PUP) development. Therefore, this study aggregates four multi-spatial criteria for PUP development priority modeling, namely distance to slum neighborhood, accessibility, slope, and land value. These four criteria in form of vector datasets were weighted using intuitionistic fuzzy analytical hierarchy process (IF-AHP) to consider the hesitancy, vagueness, and fuzziness might arise from experts’ judgement as well as from multi-spatial data processing. Resulted criteria weights from IF-AHP show that accessibility weight 0.261, land value weight 0.259, distance to slum weight 0.255, and slope weight 0.225, respectively. Criteria weights were inputted into fuzzy technique for order preference by similarity to the ideal solution (TOPSIS) and geographic information system (GIS) to rank location priority. Results from fuzzy TOPSIS show that very high priority class which has the biggest CCi values range (0.654-0.76) provides 0.14 km2 area of feasible PUP development scattered in 10 locations. The biggest area for feasible PUP development is generated by medium priority class (CCi values 0.439-0.546) in 26 locations and approximately area of 0.38 km2.
