Abstract

The waste management strategy carried out by the Morotai Island Regency Environmental Service is principally the efforts and/or initiatives of the Regional Government in overcoming waste problems in Morotai, especially in the 8 (eight) villages that are included in the administrative area of South Morotai District. The results of this study indicate that the waste management strategy carried out by the Morotai Island Regency Environmental Service can be considered not optimal. This can be seen from the pattern of waste management in Morotai DLH which is still communal and still very simple, covering container, collection, transfer, transportation and final disposal. This management pattern is not in accordance with the provisions of Law Number 18 of 2008 concerning Waste Management. The waste management system in Morotai has not touched on the basic patterns of a maximal waste management system such as sorting, processing and/or utilization (recycling) and final processing. It is suspected that the waste management system in Morotai is not yet optimal because there is no Integrated Management Unit (UPT) in the waste sector due to limited human resources, facilities and infrastructure including financing. The dual factor that hinders solid waste management in Morotai is the lack of public awareness of waste problems and their impacts.

Abstract

Political participation in a democratic country is an indicator of the implementation of the highest legitimate administration of state power by the people which is manifested by their involvement in democratic parties. The higher the level of political participation indicates that the people follow and understand and are involved in state activities. Conversely, a low level of political participation generally indicates that the people have little appreciation or interest in state issues or activities. The low level of people's political participation is reflected in the attitude of the white group (abstentions) in elections. For this reason, this research is focused on the role of KPU Morotai Island in increasing voter participation in the presidential and vice presidential elections. The results of the study found (1) that the KPU's role was carried out in 2 socializations, namely direct and indirect socialization. Direct socialization is carried out in 10 segments, namely direct socialization through family basis, beginner election basis, youth election basis, women election basis, disability voter base, special needs voter base, marginal voter base, community basis, religious basis, citizen base. While indirect socialization through props and mass media. (2). Community participation in Morotai Island Regency in simultaneous elections increased by 87.6%. (3) on the factors that influence there are supporting and inhibiting factors. Supporting factors see the existence of cooperation between Bawaslu organizers, KPU and Adhocks at the lower level.
