Abstract

In the problem of waste in Pekanbaru which is quite complicated in addition to being related to transportation problems, the amount of waste production continues to increase, the realization of the cleanliness retribution is low, the potential for cleanliness retribution is minimal. which is in the collection of retribution is not in accordance with the Pekanbaru Mayor Regulation No. 14 of 2020 concerning the management of retribution for waste services or the cleanliness of the city of Pekanbaru in particular. This study aims to determine the extent to which the waste retribution service in Pekanbaru City runs optimally and the inhibiting factors it faces. Looking at the waste service retribution data for Pekanbaru City from 2020 to 2021, although it has increased every year, the realization has not reached the set target, therefore it is necessary to optimize the waste service retribution in Pekanbaru City so that the realization of the waste service retribution is in accordance with the target which has been set. This study uses the implementation theory of Goggin Brown, et al. based on 3 indicators, namely the form and content of policies, organizational capabilities, and environmental influences. This study uses a qualitative descriptive method with data collection techniques in the form of observation, interviews, and documentation. The results of this study are that there is still a need for optimal retribution for waste services in Pekanbaru City with the limited number of officers and weak supervision of the Department, as well as community participation which is still lacking due to lack of coordination between the government and garbage retribution collectors. Of course, it is very influential on the realization of the waste service retribution in Pekanbaru City.
