Abstract

Peningkatan kapasitas sumber daya aparat merupakan hal yang sangat penting dalam penyelenggaraan pemerintahan. Pelayanan kepada masyarakat tidak akan dapat berjalan Ketika apparat pemerintah tidak memiliki kapasitas yang baik. Penelitian ini menggunakan desain kualitatif untuk menjelaskan implementasi kebijakan peningkatan kapasitas sumber daya apparat di Badan Kepegawaian dan Pengembangan Sumberdaya manusia Daerah Kabupaten Bolaang Mongondow Timur. Temuan penelitian bahwa komunikasi, sumber daya, disposisi dan struktur birokrasi sebagai factor yang berperan penting dalam implementasi kebijakan peningkatan kapasitas sumber daya aparat pemerintah daerah. Perbaikan pada keempat factor ini akan menjadikan pelaksanaan kebijakan untuk peningkatan kapasitas/kemampuan pegawai menjadi baik. Kata Kunci: Implementasi kebijakan, Kapasitas, Aparatur.

Abstract

This research was conducted with the aim of knowing the effect of supervision from the service on public sidewalk facilities in Wenang District in the study of public administration. This research uses a quantitative method by using the dimensions of setting measuring instruments or standards, carrying out assessment or evaluation actions, carrying out corrective actions for monitoring variables, having the right dimensions, appropriate structure and slope, stairs that are friendly for the disabled, comfortable, and safe, and using utility canals or drainage manhole covers for the variable sidewalk public facilities. This study used simple linear regression analysis with data collected using instruments in the form of questionnaires or questionnaires with a Likert scale. The results of the research under investigation show that supervision from the Department of Transportation has a positive effect on public sidewalk facilities in Wenang District. Government oversight in terms of setting measuring instruments or standards, carrying out assessment or evaluation actions, and taking corrective actions is in accordance with procedures or rules, but the quality of existing processes is still not optimal. Abstract

ABSTRACT This research is a descriptive research with a qualitative approach, the data collection technique of this research is using the observation method, namely, direct observation of the research location, as well as conducting interviews and documentation. As for the aim of the researchers is to describe how the impact of tourism development policies on the people in the North Woloan Satu village. Based on the results of research on the impact of existing tourism development policies in the Woloan Satu Utara sub-district, that tourism development policies have a good impact on the community, where through these policies the community can improve the economy, can open jobs for people around tourism areas.
