Abstract

Penelitian ini bertujuan untuk menganalisis faktor – faktor yang memengaruhi penggunaan aktual SIMDA BMD di Pemerintah Daerah Kabupaten Kepulauan Yapen. Model penelitian menggunakan teori TAM (Technology Acceptance Model). Populasi penelitian ini adalah pegawai pada Organisasi Perangkat Daerah (OPD) yang bertugas di bagian pengelola SIMDA BMD di lingkungan Pemerintah Kabupaten Kepulauan Yapen. Teknik pengambilan sampel dalam penelitian ini adalah non probability sampling dengan teknik penentuan sampel adalah purposive sampling. Pengolahan dan analisa data pada penelitian ini menggunakan Structural Equation Modeling (SEM) dengan software warp Partial Least Square (PLS) 7.0. Hasil penelitian membuktikan bahwa persepsi kemudahan berpengaruh positif dan signifikan terhadap persepsi kegunaan, persepsi kemudahan berpengaruh negatif dan signifikan terhadap sikap pengguna, persepsi kegunaan berpengaruh positif dan signifikan terhadap sikap pengguna, persepsi kegunaan berpengaruh positif dan signifikan terhadap niat perilaku, sikap pengguna berpengaruh negatif dan signifikan terhadap niat perilaku, niat perilaku berpengaruh positif dan signifikan terhadap penggunaan aktual SIMDA BMD.

Abstract

This researc aims to find out whether the price,brand image and product quality influence the level of consumer satisfaction. This type of research was chousen because the aim of this research is to identify factors that influence the level of consumer satisfaction in consuming Ambaidiru coffe in the regency Yapen Islands.The population in this study was a total of 80 consumers and 40 people were taken as sample. The data in this research was obtained through a questionnaire method given to respondents selected as research samples. The questionnaire is prepared based on research variables that had been identified. Based on the results of the F test,namely 20.660. Meanwhile,the significance value is 0.00, which is smaller than 0.05. It can be concluded that product qualiti price and brand image have a simultaneous influance on consumer satifaction.

Abstract

The Regional Government Information System (SIPD) is an integrated electronic platform designed to support local governments in managing and disseminating information on regional development, public finance and other administrative functions. In the Yapen Islands Regency, SIPD is expected to strengthen transparency, accountability, and efficiency as part of the national goals to advance governance practices. However, the implementation of SIPD in the regency has not yet reached its optimal performance, as various technical and organizational challenges persist. This study aims to analyze the meaning and dynamics of SIPD policy implementation within the context of the Yapen Islands Regency; using the Van Meter and Van Horn model as an analytical lens with descriptive qualitative method. This model provides more comprehensive understanding of implementation processes through six interrelated dimensions: policy standards, resources, communication, implementing attitudes, organizational characteristics, and external conditions. The finding indicate that the SIPD policy implementation has been implemented but is still constrained. However, several obstacles remain, particularly unstable internet connectivity, limited technical capacity, and delay in system synchronization. These challenges are mitigated by strong local organizational culture, assertive communications among implementers, and effective cross-agency collaboration. This study supports policy-making institutions in designing SIPD, thereby enabling comprehensive development of SIPD within the public sector; considers policy standards and objectives, formulates more contextual and realistic guidelines, strengthens vertical coordination mechanisms, and facilitates more rapid technical support.
