<![CDATA[ABSTRAK Kabupaten Aceh Utara merupakan kabupaten yang menduduki peringkat pertama sebagai kabupaten paling banyak penduduk miskin, kabupaten Aceh Utara mendapatkan transfer dana otonomi khusus setiap tahun untuk mengentaskan kemiskian sesuai dalam Qanun Aceh Nomor 1 Tahun 2018 tentang Perubahan ketiga Atas Qanun Aceh Nomor 2 Tahun 2008 tentang Tata Cara Pengalokasian Tambahan Dana Bagi Hasil Minyak dan Gas Bumi dan Penggunaan Dana Otonomi Khusus Pasal 10 ayat (1). Belakangan ini Indonesia dilanda pandemi COVID-19 dan menyebar sampai ke Aceh. Dampak yang terjadi akibat adanya COVID-19 salah satunya yaitu berdampak terhadap pendapatan masyarakat. Penelitian ini bertujuan untuk mengetahui implementasi dana otonomi khusus dalam pengentasan kemiskinan serta untuk mengetahui hambatan dalam implementasi dana otonomi khusus dalam pengentasan kemiskinan. Teori yang digunakan dalam penelitian ini yaitu pertama teori implementasi kebijakan, kedua konsep otonomi khusus ketiga konsep kemiskinan. Penelitian ini menggunakan metode kualitatif dengan metode pengumpulan data menggunakan observasi, dokumentasi dan wawancara melalui teknik analisi data dengan reduksi data, displey data dan penarikann kesimpulan. Hasil penelitian ini menunjukkan bahwa Implementasi dana otonomi khusus dalam pengetasan kemiskinan pada masa pandemi COVID-19 di Kabupaten Aceh Utara belum maksimal karena setiap kebijakan yang di implementasikan kebijakan tersebut harus disetujui oleh Pemerintah Provinsi. Namun pada saat pandemi COVID-19 terjadi pergeseran arah kebijakan pemerintah dimana ketika dana otonomi khusus yang seharusnya difokuskan untuk menurunkan tingkat kemiskinan di Kabupaten Aceh Utara, anggaran untuk pengentasan kemiskinan dikesampingkan dan dana oronomi khusus tersebut lebih banyak di implementasikan pada bidang kesehatan. Pemerintah Kabupaten Aceh Utara mengaku kesulitan untuk pengentasan kemiskinan karena dana otonomi khusus yang diberikan oleh pemerintah Provinsi sangat terbatas. Untuk itu Harapan kepada pemerintah Kabupaten Aceh Utara agar lebih maksimal dalam mengimplementasikan dana otonomi khusus untuk pengentasan kemiskinan, karena masih banyak masyarakat Kabupaten Aceh Utara yang hidup dibawah garis kemiskinan dan sulit untuk memenuhi kebutuhan sehari-hari mereka.Kata Kunci :Implementasi.Dana Otonomi Khusus, Kemiskinan ABSTRACTNorth Aceh district is the district that ranks first as the district with the most poor population, North Aceh district receives special autonomy fund transfers every year to alleviate poverty according to Aceh Qanun Number 1 of 2018 concerning the third Amendment to Aceh Qanun Number 2 of 2008 concerning Procedures Allocation of Additional Revenue Sharing Funds for Oil and Gas and Use of Special Autonomy Funds Article 10 paragraph (1). Recently, Indonesia has been hit by the COVID-19 pandemic and has spread to Aceh. One of the impacts that occur as a result of COVID-19 is the impact on people's income. This study aims to determine the implementation of special autonomy funds in poverty alleviation and to identify obstacles in the implementation of special autonomy funds in poverty alleviation. The theory used in this study is the first theory of policy implementation, the second is the concept of special autonomy, and the third is the concept of poverty. This study used a qualitative method with data collection methods using observation, documentation and interviews through data analysis techniques with data reduction, data displey and drawing conclusions. The results of this study indicate that the implementation of special autonomy funds in alleviating poverty during the COVID-19 pandemic in North Aceh District was not maximized because every policy that was implemented had to be approved by the Provincial Government. However, during the COVID-19 pandemic there was a shift in the direction of government policy whereby when the special autonomy funds were supposed to be focused on reducing the poverty rate in North Aceh District, the budget for poverty alleviation was set aside and the special autonomy funds were implemented more in the health sector. The North Aceh district government admits that it is difficult to eradicate poverty because the special autonomy funds provided by the provincial government are very limited. For this reason, the hope is for the North Aceh District government to be more optimal in implementing special autonomy funds for poverty alleviation, because there are still many people in North Aceh District who live below the poverty line and find it difficult to meet their daily needs.
