Abstract

The population development of West Nusa Tenggara Province has a high population growth rate, uneven population density, and low Human Development Index (HDI). Although the demographic bonus has been achieved, the windows of opportunity were still difficult to be achieved. The purpose of this study was to design a population development strategy based on the West Nusa Tenggara region. The method used was desk research, with restrospective data from the goverments’ 2020 Population Census and discussions with stakeholders. The results of the study showed that the population growth rate reached 1.63% while the National was 1.25%. The Dependency Ratio was 48.66, the population density of Lombok is 756.86 people/km2 and Sumbawa was 99.77 people/km2. HDI value was 68.25 with rank 29 among 34 provinces. The main challenges in population development in the future are population control, improvement of population’s capacity building, utilization of demographic bonuses, population distribution improvement, improving education, health and mobility of a productive population to increase HDI. Abstract

District and City Development in West Nusa Tenggara Province faces problems regarding the economic structure that still relies on the primary and tertiary sectors; economic growth that tends to decline (2015-2020); inequality between regions and the intervention of the West Nusa Tenggara Provincial government which has not shown the types and locations of activities as stated in the RPJMD. The research objectives are (1) to determine the position of each sector; (2) analyze the disparity between regions; and (3) formulating the design of intervention strategies for growth and structural transformation. The analytical tools used are (1) Location Quotion (LQ) to determine the basic and non-basic sectors, (2) Shift Share (SS) to determine growth and transformation, (3) Overlay technique, to determine sector position, (4) Williamson Index to determine the inequality between regions, (5) Klassen typology to determine the position between regions, and (6) RPJMD analysis to determine the economic strategy in growth and structural transformation. The results of the study show (1) although regional economic growth tends to decline, there are still some sectors that are able to grow positively and have advantages; (2) Districts and Cities in West Nusa Tenggara Province are devided in the category of prosperous regions, prosperous in the process of declining and lagging behind in the development process, (3) intervention strategies for accelerating growth and structural transformation are carried out through (a) Agriculture and Investment development; (b) Development of Reliable Tourism, and (c) development of Superior Industry

Abstract

Law Number 23 of 2014 concerning Regional Government, gives freedom to regions to carry out regional development in accordance with their potential, including economic development in their region. The main problems in regional development are improving welfare, overcoming unemployment and poverty, and income inequality. The poverty rate in West Nusa Tenggara Province in 2021 reaches 746,656 people (13.83%), while the working population reaches 2.64 million people (BPS NTB, 2022). The welfare of the community as measured by GRDP per capita reaches Rp. 18 million, while inequality in people's income is measured by the Gini Index which reaches 0.384. NTB's GRDP in 2021, shows that the agriculture, forestry and fishery sectors contribute 22%, while the processing industry only reaches 4%. This indicates that there are still many products from the agricultural, forestry and fisheries sectors that have not been processed into semi-finished goods or finished goods that are ready for consumption. Considering that large manufacturing industries are not available in NTB, it is necessary to develop MSMEs to increase added value, as well as to overcome unemployment and poverty, improve welfare and reduce inequality. Household consumption expenditures account for 64% of GRDP. If the opportunity for household consumption can be provided by MSMEs, the regional economy will move and grow.
