Abstract

This research was conducted with the aim of knowing the influence of leadership and work environment on organizational commitment and employee performance at the Education and Culture Office of Southeast Sulawesi Province. The research method used is descriptive quantitative analysis method, and uses SEM analysis methods. The data used in this study are primary and secondary data. The population in this study amounted to 110 people with the sampling technique using the census. Data were processed statistically using AMOS program tools. The results of this study indicate that (1) Leadership has a positive and significant effect on employee organizational commitment, (2) The work environment has a positive but insignificant effect on employee organizational commitment, (3) Leadership has a negative and insignificant effect on employee performance, (4) Environment work has a positive and significant effect on employee performance, (5) Organizational commitment has a positive and significant effect on employee performance at the Education and Culture Office of Southeast Sulawesi Province. The higher the employee's organizational commitment, the higher the performance shown by the employees.

Abstract

Transportasi laut memiliki peran strategis dalam mendukung pertumbuhan ekonomi di wilayah kepulauan seperti Sulawesi Tenggara. Penelitian ini bertujuan untuk menganalisis kontribusi sektor transportasi laut terhadap Produk Domestik Regional Bruto (PDRB) serta dampak sosial ekonomi yang ditimbulkan, dengan fokus pada tantangan, peluang, dan peran aktor pemerintah maupun swasta. Berdasarkan data Badan Pusat Statistik, kontribusi sektor angkutan laut terhadap PDRB Sulawesi Tenggara meningkat dari Rp233,79 miliar pada tahun 2023 menjadi Rp242,35 miliar pada tahun 2024, selaras dengan pertumbuhan ekonomi provinsi sebesar 5,40%. Penelitian ini menemukan bahwa transportasi laut memberikan dampak ekonomi langsung dalam bentuk penciptaan lapangan kerja, pertumbuhan jasa logistik, dan peningkatan pendapatan masyarakat pesisir. Dampak tidak langsung mencakup peningkatan investasi, terbukanya akses pasar ekspor, dan penguatan keterhubungan antarwilayah. Meskipun demikian, sektor ini masih menghadapi hambatan seperti keterbatasan infrastruktur pelabuhan, tingginya biaya logistik, dan birokrasi regulasi. Di sisi lain, posisi geografis strategis dan kekayaan sumber daya alam menjadikan Sulawesi Tenggara memiliki potensi besar sebagai pusat logistik maritim kawasan timur Indonesia. Pengembangan kawasan industri berbasis pelabuhan serta implementasi program tol laut menjadi strategi kunci yang perlu diperkuat melalui sinergi antara pemerintah dan swasta. Temuan ini menegaskan pentingnya peran transportasi laut dalam menciptakan ekosistem ekonomi yang inklusif, efisien, dan berkelanjutan.
