Abstract

The Office of Population and Civil Registration (Dispendukcapil) of Blitar Regency has public services in making civil registration documents. However, in practice there is security and efficiency in the business process. The applicant took too long in line and failed the trial from the early stages, so it took days for birth, death, marriage and divorce certificates to be produced. Then, in face-to-face submission of files, file damage often occurs in the service of making marriage and divorce certificates. Therefore, evaluate and improve existing business processes. Dispendukcapil hopes that researchers can provide improvements to the business process to improve the quality of its services. Business processes are analyzed using value chain analysis and vertical abstraction. The results of business process modeling in use today will determine which business processes are feasible to be evaluated using a criterion testing matrix. After the business process is selected, the problems found will be identified and their added value is identified using one of the tools in the BPI, namely added value assessment. The results of the evaluation and value added assessment were analyzed using the ESIA technique. The ESIA technique is used for corrections to activities that use system files and cutting activities such as counseling on marriage and divorce counseling. Recommendations for business improvements are compiled based on the results of analysis using the ESIA and modeled using BPMN. The simulation results on the business process model show a faster duration of the completed business design with the current business process duration. The largest reduction in duration occurred in services for making marriage certificates and the least amount of time was reduced for services for making divorce certificates. Divorce certificate making services have a faster simulation duration proportion of 55.9% and marriage certificate making services by 38.09%.
