Abstract

Abstract The purpose of this paper is to describe best practice training models for building human resources at the Ministry of Education and Culture. This is important because of the problem of fulfilling competency development with the number of Kemendikbudristek employees reaching 124,049, which will be difficult to fulfill if each employee has the right to get competency development of 20 hours of training if it is only fulfilled through conventional training models. Meanwhile, the demand to build human resources as human capital that has an impact on the organization and fulfills the thematic bureaucratic reforms must be fulfilled. This essay uses a qualitative descriptive method. The data collection technique is by means of literature study and observation, namely collecting information from various sources, and from the results of observing the implementation of activities. The results show that the model offered to meet the competency development needs of Kemendikbudristek employees is to carry out digital transformation in the e-learning training implementation model using the Wiyata Kinarya Merdeka Learning platform. As a result, in the early stages, as many as 15,742 Kemendikbudristek employees took part in the 1st Batch of 2023 Digital Literacy e-Learning (ELD) starting in March-April. It can be concluded that as much as 12.69% of employees' rights to obtain competency development have been fulfilled more efficiently and massively.
