Abstract

The problem of not optimal implementation of cooperation policies between the government and business entities in the provision of infrastructure at the Ministry of National Development Planning/National Development Planning Agency of the Republic of Indonesia shows that actually the policy implementation process is still not in accordance with the policy objectives set out in Presidential Regulation Number 38 of 2015, seen from the pattern of implementation, and still has various weaknesses. This study uses a qualitative approach with descriptive methods, namely data collection by interviews, documentation and observation with data analysis, namely data reduction (data reduction), data display (display data), and conclusion drawing/verification (withdrawal of conclusions/verification) with triangulation techniques on the data obtained. The theory used in this study uses the public policy theory of Merilee S. Grindle. Grindle's (1980) model with dimensions: policy content and policy context. The contents of the policy cover (1) interests affected; (2) type of benefits; (3) extent of change envisioned; (4) site of decision making; (5) program implementers; and (6) committed resources. The implementation context includes (1) power, interest, and strategies of the actors involved; (2) institutional and regime characteristics; and (3) compliance and responsiveness. With Grindle's opinion, then the Implementation of PPP Policy in Provision of Infrastructure at the Ministry of National Development Planning/National Development Planning Agency of the Republic of Indonesia will be analyzed according to the content of policy and the context of implementation. Abstract

This research aims to identify seven cultural regions that can contribute to the development of contemporary and future Papua, while adhering to the principles of the Unitary State of the Republic of Indonesia. This study combines the theory of "Bhinneka Tunggal Ika" and the concept of a cultural approach, with a focus on the threefold spirit of Melanesian brotherhood among the people of Papua. The integration of these two conceptual frameworks is crucial in preserving the nation's existence amidst its diverse population. The goal of this effort is to ensure answers and provide recommendations for a comprehensive development plan for the expansion of the Papua Province. The research prioritizes the use of qualitative data through interviews with informants and respondents. The aim is to explore the potential consequences of regional expansion when approached through a comprehensive cultural lens, based on anthropological and sociological perspectives influenced by Papuan and Melanesian studies. This research is based on the theoretical framework of "Structuralist Anthropology" developed by the Leiden School of Anthropology, with a specific focus on the concept of regionalism known as FoS (Field of Anthropological). The findings of this research examine a comprehensive plan to expand to seven provinces in Papua. From a cultural perspective, this approach is considered a more appropriate solution for realizing a prosperous future for Papua, with the ultimate goal of improving the well-being of its population within the framework of the Unitary State of the Republic of Indonesia.

Abstract

This research discusses the implementation of BAZNAS policies in overcoming poverty and realizing community welfare in Karawang Regency. The aim is to discuss the collection of zakat by BAZNAS to reduce the gap between the zakat obtained and the existing zakat potential, as well as to find new strategies and patterns in the implementation of BAZNAS policies. The research method used is a descriptive qualitative approach. The results of the study indicate that the implementation of BAZNAS policies is quite optimal. This can be seen from the execution of the organization that is supported by competent and integrity Human Resources, the understanding of policy implementers and recipients about the importance of BAZNAS implementation, and the support of an up-to-date integrated system. The new concept generated is about the implementation of structured and patterned policies in the collection and distribution of zakat, as well as the integration of zakat beneficiary data with a priority on effectiveness, ability, and adaptation.
