Abstract

This study explains the dynamics of the policy of transferring former PNPM into Village-Owned Enterprises (Bumdes). This transfer is based on Government Regulation No. 11 of 2021 concerning the Bumdes. This research was conducted in the former PNPM Sungai Tarab District. The purpose of this study is to examine how this transformation takes shape and what obstacles are faced by UPK DAPM Lenggogeni which is a former PNPM in transforming into a Joint Village Owned Enterprise (Bumdes). The research method used is descriptive qualitative research method. Interviews were conducted with the Chair of the DAPM Lenggogeni, Sungai Tarab Sub-district, the Secretary of Nagari, the Sub-district of Sungai Tarab and the Head of Community Empowerment of the Tanah Datar DPMD. The results obtained are that a number of former PNPM Financial Management Units (UPKs) are still skeptical of this change, this is because there are doubts about the transparency and accountability of PP No. 11 of 2021 which does not get clarity on the legal risks that are obtained if a UPK does not transform. The UPK also felt anxious and worried about the entry of intervention from outside parties so that it would cause conflict within the UPK.

Abstract

Tujuan dalam penulisan ialah untuk melihat Peranan dan Fungsi Badan Permusyawaratan Nagari di Nagari Saniangbaka. Jenis penelitian yang penulis gunakan ialah metode penelitian kualitatif dengan analisis deskriptif. Teknik pengumpulan data dalam penelitian ini adalah menggunakan teknik observasi, wawancara dan dokumentasi. Teknik analisis data dengan menggunakan (penarikan simpulan dan verifikasi data), Data display (penyajian data) dan Data reduction (reduksi data). Penulis menganalisis data menggunakan metode analisis deskriptif dengan pola pikir deduktif, Dalam teknik analisis data purposive, peneliti memilih sampel berdasarkan kriteria tertentu yang relevan dengan tujuan penelitian dan Teknik pemilihan informan dalam penelitian ini menggunakan metode Purposive Sampling. Penelitian ini dilakukan berlandaskan pada UU No.6 Tahun 2014 tentang desa yang bertujuan untuk kesejahteraan masyarakat desa. Berdasarkan penelitian yang penulis lakukan di Nagari Saniangbaka melalui wawancara dan observasi serta dokumentasi di lapangan menemukan bahwa BPN Saniangbaka telah melaksanakan tugas dan wewenangnya sebagai wujud peranan Badan Permusyawaratan Nagari di Saniangbaka. Hal ini didasarkan bahwa BPN telah melaksanakan rembuk jorong untuk menjemput aspirasi dan usulan pembangunan, setelah itu dilakukan Badan Permusyawaratan Nagari melakukan rapat koordinasi dengan wali Nagari untuk melakukan musyawarah Nagari (Musna) yang dihadiri oleh seluruh elemen masyarakat demi terwujudnya di Nagari Saniangbaka. Hasil dari Musna inilah menemukan kesepakatan tentang perencanaan pembangunan yang akan dilaksanakan di Nagari.

Abstract

The Galodo disaster that struck Jorong Panti, Rambatan District, Tanah Datar, not only caused physical damage but also had a significant impact on the psychosocial condition of the community. The loss of homes, family members, and livelihoods created a need for assistance that goes beyond material support, emphasizing the importance of psychosocial care. This community service program aimed to restore the psychosocial condition of disaster victims, reduce post-disaster trauma, enhance community skills and knowledge, and support local economic recovery. The method used in this service was Participatory Action Research (PAR), allowing direct community involvement in the recovery process. Activities included psychological support for families and children, reviving Quranic learning programs (TPA) that had stopped, enhancing early childhood literacy through storytelling and drawing, and organizing political education to prepare for local elections, as well as entrepreneurship workshops to reignite the survivors' work spirit and improve their skills. The results of this program show that the psychosocial assistance provided successfully reduced trauma impacts, particularly on children, and increased community participation in social and religious activities. Additionally, the entrepreneurship and political education programs contributed positively to local economic recovery and improved the community’s political awareness. In the final week, the program concluded with religious competitions and cultural performances as a form of appreciation and an effort to strengthen social traditions and values. In conclusion, this community service program had a positive impact on the psychosocial and economic recovery of the Jorong Panti community following the Galodo disaster by actively involving the community in every phase of recovery
