Abstract

Government leadership in this study is the ability of the Simalungun Regency Government to repair roads. The Simalungun Regency Government in 2021 has a program that distinguishes its leadership from the leadership of the previous Regent, namely the "Marharoan Bolon" program which is an alternative to road infrastructure development by maximizing human resources. This study aims to describe the Leadership of the Regent and the Head of the Public Works Office in Repairing Roads, as well as identifying factors that influence their Government Leadership. This research method uses a qualitative method with a descriptive approach. The type of data used in this writing is primary data derived from research results that the author obtained through interviews with relevant informants and documentation at the research location, as well as secondary data in the form of related documents that the author obtained during this research. The research found that the government leadership in Simalungun Regency in repairing roads in 2021 has begun to show differences compared to the leadership of the previous Government. Leaders in Simalungun Regency have tried to maximize resources and strive for the best in managing road infrastructure development in 2021 through the "Marharoan Bolon" program, but have not succeeded in solving the problem of road repair due to limited human resources from both the government and the community, budget issues, and also the conditions of the Covid-19 pandemic which resulted in the delay of several planned programs. Abstract

This study aims to determine the innovation of birth certificate services at the Pekanbaru City Population and Civil Registry Service and the factors that influence it. The research was conducted using a qualitative descriptive method that aims to describe the phenomena that occur. The data collection techniques used in this study were interviews, observation, documentation and note-taking. Innovation indicators based on innovation attributes or innovation variables according to Roggers in Suwarno (2008: 17) include: Relative advantages, Compatibility, Complexity, Triability, and Observability. The results of this study indicate that in innovation in birth certificate services at the Pekanbaru City Population and Civil Registry Service, there are 4 types of innovation, namely service innovation, process innovation, system innovation and conceptual innovation. Where all of this has been carried out by the Pekanbaru City Disdukcapil in realizing innovation in birth certificate services to the community. Then regarding the quality of birth certificate service innovation at Disdukcapil Pekanbaru City, it can be seen from the indicators (1) Relative advantage, (2) Conformity, (3) Complexity, (4) Possibility of trying, (5) Ease of observation. Based on the research results, it is known that the quality of innovation in birth certificate services at Disdukcapil Pekanbaru City is quite good, although there are still some deficiencies or problems that are used as evaluation material so that they can be corrected in the future. The driving factors include: 1) Support and commitment of program implementers, 2) Community needs are increasingly complex, and 3) Build a positive image of the public towards the services provided by bureaucrats. While the Inhibiting Factors include: 1) Online system disturbances, 2) Daily quota limitations, and 3) Lack of outreach to the community. Abstract

The General Election Commission. On 17 April 2019, for the first time, Indonesia carried out simultaneous voting for the legislative and executive, at the district/city, provincial and central levels. This is expected to be able to reduce the budget for holding elections, and voters can be wiser in voting in line with the legislative and executive. Simultaneous elections on April 17 2019 there were still many problems in the implementation process, one of the obstacles was the availability of ballot papers, this problem can be traced starting from the stages of procurement and distribution of election logistics. The purpose of this research is to find out the performance of the Pekanbaru City KPU in holding simultaneous elections on April 17 2019, especially in terms of procuring and distributing ballot papers. This study uses a qualitative approach with descriptive methods, in terms of data collection, the authors use interview techniques, browse related documents and documentation. The results of this study are that the implementation of simultaneous elections carried out by the KPU is in accordance with the schedule and stages set, the shortage of ballots at the time of the election is due to changes in the DPTHP 3 belonging to the Pekanbaru City KPU, where the RI KPU is no longer able to accommodate ballots due to time constraints. because of that the accommodation for the Pekanbaru City KPU was based on DPHTP 2 while the Pekanbaru City KPU's DPTHP 3 was annulled by the RI KPU. Abstract

Dengue Hemorrhagic Fever, abbreviated as DHF, is an infectious disease caused by the dengue virus which is transmit by the Aedes aegypti mosquito. DHF is often found in tropical areas, one of which is Pekanbaru City. In 2021-2022, the number of dengue fever cases experienced a spike in Pekanbaru City.The aim of this research is to determine the strategy of the Pekanbaru City Health Service in preventing dengue hemorrhagic fever (DHF) in Pekanbaru City. The basis of the research used is a qualitative method with descriptive research type. The research location is the Pekanbaru City Health Service office. Data collection uses interview and documentation techniques. In this research, researchers used the theory put forward by Hadari Nawawi (2017) regarding the strategies of non-profit organizations in the government sector, namely aggressive strategies, conservative strategies and preventive strategies. The results of the research show that the Pekanbaru City Health Service has implemented a strategy to prevent dengue hemorrhagic fever (DHF), but it has not been optimal. In implementing the strategy, the Pekanbaru City Health Service created a dengue prevention strategy in accordance with the implementation of the Indonesian Ministry of Health's policy, the Puskesmas and Jumantik cadres became an extended hand in implementing the strategy, there was additional counseling in the waiting room and training on new programs from the Pekanbaru City Health Center, and the establishment of communication and good coordination from various parties. However, several shortcomings were still found in this research, such as uneven monitoring of mosquito nest eradication (PSN) to residents' homes from Community Health Centers and Jumantik Cadres, lack of health promotion in utilizing technology, limited budget in implementing the strategy, and the need for emphasis at the lowest level so that the strategy is optimal.
