Abstract

Kehadiran Indonesia di Oseania cenderung minimal meskipun beberapa isu strategis berasal dari kawasan tersebut, misal konsistensi beberapa negara yang mendukung kemerdekaan Papua. Di sisi lain, Indonesia memiliki modalitas sosial dan budaya karena sebagian dari wilayahnya terhubung dengan Oseania secara budaya. Penelitian ini bertujuan untuk menjelaskan bagaimana sumber soft power Indonesia digunakan dalam agenda Pacific Exposition 2019. Pacific Exposition adalah acara yang diselenggarakan oleh Kedutaan Besar Indonesia di New Zealand dan perhelatan 2019 adalah yang pertama. Penelitian ini menggunakan konsep soft power Joseph S. Nye. Jr yang memiliki tiga sumber yakni: budaya, nilai politik dan kebijakan luar negeri. Peneliti kemudian menjelaskanbagaimana modalitas Indonesa dalam tiga sumber soft power tersebut digunakan dalam rangkaian acara Pacific Exposition 2019. Dalam kategori budaya, yang dimunculkan adalah kesamaan budaya antara masyarakat Timur dengan masyarakat Oseania, terutama Melanesia, sedangkan nilai politik yang disampaikan adalah multikulturalisme. Sementara kebijakan luar negeri Indonesia yang diperkenalkan dalam perhelatan tersebut adalah politik bebas aktif yang selama ini menjadi landasan Indonesia dalam berpolitik internasional.

Abstract

Abstract The terminology of Climate refugee is not new. It is somtimed mixed with another concept such as environmental refugee,climate-change refugee, environmental-induced migrant, or climate induced migrant. The concept of environmental refugees itself was introduced for the first time in 1970s and since then it attracted many researcher in the academic community to study it as part of environment/climate change studies. Although academically this phenomenon has been studied by many researchers, however it has not been taken seriously in the policy of global governance. This paper will argue that there are at least three reasons why issue on climate refugees is a challenge to global governance of the 21st century. Keywords: climate, environmental, global governance

Abstract

Ketika negara-negara besar tak lagi bersedia memimpin penanganan terhadap isu perubahan iklim, negara-negara Kepulauan Pasifik memproklamirkan diri sebagai pemimpin. Bagi mereka, “To lead is to act,” memimpin adalah dengan bertindak. Melalui Majuro Declaration negara-negara tersebut tidak hanya menyatakan kepemimpinannya namun juga menyatakan komitmennya untuk melakukan tindakan nyata dalam mengurangi emisi gas rumah kaca. Hanya saja, deklarasi ini ironis mengingat bahwa negara-negara Kepulauan Pasifik adalah salah satu penyumbang emisi gas rumah kaca terkecil di dunia namun paling rentan perubahan iklim. Jika produksi emisi gas rumah kaca tetap pada laju seperti sekarang maka kenaikan tinggi air laut dipastikan akan menenggelamkan sebagian dari wilayah mereka. Berharap pada negara-negara maju untuk “memimpin” dunia mengatasi perubahan iklim bukan perkara mudah. Kisah “tragis” Protokol Kyoto yang “ditinggalkan” oleh negara-negara emiter besar membuktikan teorema realis bahwa setiap negara hanya membela kepentingannya masing-masing. Deklarasi Majuro adalah penegasan terhadap posisi mereka, soft power mereka, sebagai pihak yang memiliki legitimasi dan otoritas moral untuk berseru agar dunia serius mengatasi perubahan iklim.Kata kunci: Perubahan iklim, Kepulauan Pasifik, soft power, Majuro Declaration

Abstract

The presence of Indonesian Workers (TKI) abroad, especially in the Middle East Region, is between the devil and the deep sea. Apart from reducing the government's responsibility to improve the economy by providing job opportunities, their presence also adds to the country's foreign exchange. However, on the other hand, the presence of TKI also adds to the problems caused by the lack of adequate legal protection, inadequate security and welfare guarantees, as well as the ups and downs of Indonesia's bilateral relations with the countries where they work as a result of the problems caused by the TKI themselves. Several policies related to sending migrant workers to the Middle East have been adopted since the time of President Susilo Bambang Yudhoyono. However, a firm policy was only taken during the administration of President Joko Widodo with the issuance of Minister of Manpower Decree number 260 of 2015 which stopped and prohibited the placement of Indonesian workers with individual users in Middle Eastern countries. This policy can also be seen as a policy that is outside the norm considering that the Middle East is the most popular region for migrant workers. This research attempts to explain how the ups and downs of the TKI issue are seen from a security perspective using a constructivist approach. This process, which the Copenhagen School calls securitization, attempts to place threats and objects that must be secured as products of the process of social interaction. This research will also look at how securitization occurs which is then followed by desecuritization and in its development becomes resecuritization.
