Abstract

This research is concerned with the communication strategy in Surveilans Siber in the regional election, in the context of a theory of social action. Based on the P-Process model, communication strategy consists of five levels, analysis, strategic design, development and testing, implementation, and evaluation. Through the qualitative research method, the analysis techniques in use was descriptive. Research shows that West Java's Bawaslu utilizes cyber monitoring and information campaigns to address election violations and boost public involvement. These initiatives are designed to shape community attitudes and behaviors regarding election supervision in the region. This maintenance process through the stages of analysis, strategic design, development and testing, implementation, and evaluation. Thus, this communication strategy other than a political activity as well as an arena of ideas and beliefs people have are systematically related to actual, spiritual and material conditions of existence. Based on the research findings, it is known that digital campaigns are increasing, yet cyber oversight regulations remain inadequate. Furthermore, the technological capacity and human resources (HR) for monitoring are still limited. Another factor is that public awareness regarding participation in cyber oversight and violation reporting remains low. Similarly, coordination between institutions and digital platforms has not yet been optimized.

Abstract

This Community Service (PkM) activity aims to strengthen the institutional capacity of the Election Supervisory Agency (Bawaslu) of Subang Regency, particularly in formulating and implementing effective communication strategies The challenges faced by Bawaslu Subang Regency often relate to information dissemination, regulation socialization, and mobilizing community participation in supervision, which depend on communication effectiveness. The PkM method utilized was presentations and discussions, focusing on communication needs analysis, key message design (including violation prevention issues and the use of digital platforms and social media. The training was held on September 15, 2025, at the Laska Hotel, Subang Regency. The results of this activity indicate an increase in participants' understanding of managing public communication. Participants gained the ability to recognize and comprehend better communication techniques, which will serve as a key indicator in increasing active public participation in election supervision in Subang Regency. The recommendation from this activity is the need for Bawaslu Subang Regency to internalize the communication function as a strategic instrument for building public trust and institutional authority within the context of election supervision. This PkM activity is expected to make a contribution to the operational effectiveness of Bawaslu Subang Regency in realizing honest and fair elections.
