Abstract

In post-disaster rehabilitation and reconstruction, the participation of all parties is necessary because the rehabilitation and reconstruction program is the most complex activity in disaster management, from the process of planning, financing to implementation. The tsunami that occurred in the Sunda Strait on December 22 2018 brought huge losses and needed to be dealt with quickly. Delays in the rehabilitation and reconstruction process can affect the stability of national security. The participation of all parties in the rehabilitation and reconstruction process is necessary so that the post-disaster recovery process can run effectively and efficiently. The participation of various parties in an activity requires coordination so that the activity can run properly. The purpose of this research is to analyze the coordination network in post-2018 tsunami rehabilitation and reconstruction in Pandeglang Regency. The method used in this study is a qualitative method. The data used are primary data and secondary data. Primary data obtained from interviews with research subjects selected based on purposive sampling and snowball. Data analysis was carried out using qualitative data analysis methods and simulations using UCINET 6 for the coordination network. The results showed that all parties participated in post-tsunami recovery management in Pandeglang District starting from the planning, implementation to monitoring and evaluation stages. The level and form of participation is different for each element of society involved. Coordination is carried out with two coordination networks, namely with the type of lead agency and lead leadership.
