Measurement instruments are very important in the learning process to determine learning achievement and and upgrade the excellent of education. This research aims to develop student worksheets based on problem based learning, find out its feasibility through expert validation, and find the differences in student learning outcomes. This research is a research and development research with content experts, learning experts, small groups and large groups as the test subjects. The data used are quantitative and qualitative data, which were collected through interviews, questionnaires, tests, and documentation. Data analysis used descriptive percentage, normality test and independent sample t-test. The results of the research resulted in student worksheets based on problem based learning which had the characteristics of problem-based cognitive and psychomotor test tools in accordance with problems in the business world. Student worksheets have been validated by experts and are suitable for use and are able to improve learning outcomes because student worksheets are equipped with material pages, problem-based questions, assessment rubrics, glossaries, and feedback from students. Instrumen pengukuran sangat penting dalam kegiatan pembelajaran untuk mengetahui ketercapaian pembelajaran dan meningkatkan kualitas pendidikan. Penelitian ini bertujuan mengembangkan lembar kerja peserta didik berbasis PBL, mengetahui kelayakannya melalui validasi ahli, dan mengetahui perbedaan hasil belajar peserta didik. Penelitian ini merupakan penelitian research and development dengan subjek uji coba ahli isi, ahli pembelajaran, kelompok kecil dan kelompok besar. Data yang digunakan data kuantitatif dan kualitatif, yang dikumpulkan melalui wawancara, angket, tes, dan dokumentasi. Analisis data menggunakan deskriptif persentase, uji normalitas dan uji independent sample t-test. Hasil penelitian menghasilkan lembar kerja peserta didik berbasis problem based learning yang memiliki ciri khas alat tes kognitif dan psikomotorik berbasis masalahnya sesuai dengan permasalahan di dunia usaha. Lembar kerja peserta didik sudah divalidasi oleh ahli dan layak untuk digunakan serta mampu meningkatkan hasil belajar karena lembar kerja peserta didik dilengkapi dengan halaman materi, soal-soal berbasis masalah, rubrik penilaian, glosarium, dan umpan balik dari peserta didik.
