<![CDATA[AbstractIn this thesis, the author raises the problem of Implementation of Article 2 of Pontianak Mayor Regulation Number 25 of 2014 concerning Inpatient Services at Puskesmas (Studies in Alianyang Community Health Center Activities Implementation Unit). In terms of meeting the demands of the community in the health sector, the Alianyang Community Health Center Health Service Unit which operates and operates in the health sector has provided adequate health services to the community. Because health services are a major factor in improving community welfare.The formulation of the problem in this thesis is Why is the provision of Article 2 of Pontianak Mayor Regulation Number 25 of 2014 in the Alian Community Health Center Activity Implementation Unit Not Effective? The author uses empirical legal research methods with descriptive research characteristics, namely by describing and analyzing conditions or facts obtained from the field at the time the research was conducted.The results of this study indicate that the provisions of Article 2 of Pontianak Mayor Regulation Number 25 of 2014 on the Alian Community Health Center Activities Implementation Unit have not been implemented effectively. The factors causing the inadequate implementation of Article 2 of Pontianak Mayor Regulation Number 25 of 2014 in the Alianyang Community Health Center Activities Implementing Unit are the limited health service facilities they have. Efforts made by the government in the context of monitoring Article 2 of Pontianak Mayor Regulation Number 25 of 2014 in the Alianyang Community Health Center Activities Implementation Unit are by conducting routine supervision by the Pontianak City Health Office. The Health Office plays an important role in supervising services at the Puskesmas. This is indicated by the routine supervision carried out by the Health Office on the performance of the Puskesmas. Supervision is carried out to monitor performance and is also related to the facilities in the Puskesmas. Dalam hal memenuhi tuntutan masyarakat dibidang kesehatan maka Unit Pelayanan Kesehatan Puskesmas Alianyang yang beroperasi dan bergerak dibidang kesehatan telah melakukan pelayanan kesehatan kepada masyarakat secara memadai. Karena pelayanan kesehatan merupakan faktor utama dalam peningkatan kesejahteraan masyarakat.Adapun rumusan masalah pada skripsi ini adalah Mengapa Ketentuan Pasal 2 Peraturan Walikota Pontianak Nomor 25 Tahun 2014 di Unit Pelaksana Kegiatan Puskesmas Alianyang Belum Efektif? Penulis menggunakan metode penelitian hukum empiris dengan sifat penelitian deskriptif, yaitu dengan menggambarkan dan menganalisis keadaan atau fakta yang diperoleh dari lapangan pada saat penelitian dilakukan.Hasil penelitian ini, bahwa ketentuan Pasal 2 Peraturan Walikota Pontianak Nomor 25 Tahun 2014 pada Unit Pelaksana Kegiatan Puskesmas Alianyang belum terlaksana secara efektif. Adapun faktor penyebab belum terlaksananya Pasal 2 Peraturan Walikota Pontianak Nomor 25 Tahun 2014 di Unit Pelaksana Kegiatan Puskesmas Alianyang yaitu karena terbatasnya fasilitas pelayanan kesehatan yang dimiliki. Upaya yang di lakukan oleh pemerintah dalam rangka pengawasan terhadap Pasal 2 Peraturan Walikota Pontianak Nomor 25 Tahun 2014 di Unit Pelaksana Kegiatan Puskesmas Alianyang yaitu dengan melakukan pengawasan yang dilakukan rutin oleh Dinas Kesehatan Kota Pontianak. Dinas Kesehatan berperan penting dalam pengawasan pelayanan di Puskesmas. Hal ini ditunjukkan dengan adanya pengawasan yang dilakukan rutin oleh Dinas Kesehatan terhadap kinerja Puskesmas.
