<![CDATA[Abstract The Unitary State of the Republic of Indonesia is a legal state that is not based on mere power (machtsstaat). This concept is expressly contained in the Preamble to the 1945 Constitution of the Republic of Indonesia, which states that independence, justice, humanity and a statement that the state government is obliged to protect the entire nation and the entire homeland of Indonesia and to promote public welfare. The establishment of the Press Regulation is a form of state responsibility to guarantee the right of every citizen to be able to obtain information and the right to seek, obtain, store, process and convey information through all available channels. The purpose of this study was to determine and analyze the legal politics of changing the Press Regulation before and after the Reformation. This research is a normative juridical research that uses secondary data. The data was collected through a literature study which was then analyzed qualitatively and presented descriptively. Based on the results of the research conducted, the authors conclude that the establishment of the Press Regulation is intended to fulfill the constitutional rights of citizens in meeting their needs.
