Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan Program Pembinaan Dinas Sosial dan Tenaga Kerja Tahun 2014. Penelitian ini di lakukan pada Dinas Sosial dan Tenaga Kerja Kota Medan menggunakan metode penelitian deskriptif kualitatif. Sedangkan Sumber data dalam penelitian ini adalah pegawai di Disosnaker. Teknik Penarikan Sampel yang digunakan adalah teknik “Purposive Sampling”. Teknik Pengumpulan Data yang digunakan melalui wawancara, observasi dan analisis dokumen serta mencatat dan merekam. Teknik Analisa Data yang digunakan penelitian ini adalah teknik analisa data kualitatif. Implementasi kebijakan Program Pembinaan Dinas Sosial dan Tenaga Kerja Tahun 2014 dilakukan sudah cukup baik. Hanya kurangnya fasilitas dan dana untuk menjalankan pembinaan bagi gelandangan dan pengemis, ini berarti Sistem komputerisasi di Sekolah Tinggi Penyuluhan Pertanian (STPP) baik sehingga pekerjaan pegawai menjadi efektif.

Abstract

Abstract

This study aims to evaluate the implementation of the groundwater tax collection policy in Tebing Tinggi City within the context of fiscal decentralization and to identify innovations needed to improve its effectiveness. Despite having a legal basis through Regional Regulation No. 1 of 2024, field practice shows that groundwater tax collection still faces various technical and institutional obstacles. The research method used is descriptive qualitative, with data collected through in-depth interviews, direct observation, and review of official documents. The analytical framework refers to George C. Edward III's policy implementation model, which includes four main components: information delivery, resource availability, implementer attitudes, and organizational structure. The research findings indicate that these four elements have not been implemented effectively. Policy information has not been conveyed comprehensively and tends to be one-way; policy implementers work with limited capacity and multiple role burdens; supporting training is not yet available to strengthen implementer commitment; and the existing organizational structure does not adequately support technology-based service innovation. Based on these conditions, a policy reform strategy is needed that includes strengthening public communication, a more structured division of implementing functions, the establishment of a fiscal education unit, and the development of a spatial information system (GIS). This initiative is expected to encourage increased taxpayer compliance and strengthen regional fiscal governance in a sustainable manner.

Abstract

Health services are a form of public service that plays an important role in improving the quality of life of the community. This study aims to describe the quality of health services at the Pagar Merbau Health Center, Deli Serdang Regency, using a descriptive qualitative approach. The focus of the research is directed at the five dimensions of service quality according to the SERVQUAL model, namely, tangible (physical evidence), reliability (reliability), responsiveness (responsiveness, assurance (guarantee), and empathy (concern). The data collection technique was carried out through in-depth interviews, observations, and documentation of health center officers and the community using the service. The results of the study show that, in general, the quality of service is quite good, especially in the aspects of facility cleanliness, service accuracy, and the friendly attitude of officers. However, there are still several obstacles that affect the effectiveness of services, including a lack of patient understanding of procedures, suboptimal information delivery, and limited health personnel. These factors have an impact on several dimensions of service, especially responsiveness and assurance. This study recommends patient education, information strengthening, and human resource improvement to optimize services.

Abstract

This study aims to analyze the implementation of participatory planning and development in the revitalization of Cadika Park in Medan City using the Implementation Theory approach according to George C Edwards III. This study uses a qualitative approach with data collection techniques in the form of interviews, observations, and documentation. Data analysis follows the interactive model of Miles and Huberman through the stages of data collection, reduction, presentation, and drawing conclusions. The results of the study indicate that the implementation of participatory planning and development in the revitalization of Cadika Park in Medan City is not optimal. Based on the Theory of George C. Edwards III, it was found that (1) communication between agencies is less effective, and community participation is minimal, hampering the effectiveness of implementation. (2) Human resources and budget are adequate thanks to CSR support from the City Government. (3) DISPORA's disposition shows a positive commitment, but post-project supervision is weak, reducing the sustainability of maintenance. (4) A flexible bureaucratic structure supports implementation, but post-project supervision still needs to be improved. More effective communication, wider community participation, and ongoing supervision are needed for optimal results.
