Abstract

This article discusses the effect of Horizontal Communication on Employee Performance at the Office of Community Empowerment Agency (BPMK) Jayawijaya Regency. This study consists of two variables, namely as a horizontal free communication variable with research indicators: coordination, problem solving and information exchange. While the dependent variable of employee performance with research indicator: result, benefit and impact. In the sampling of the authors using saturated samples in which the entire population is used as a sample of 27 employees. And data analysis technique that writer use is statistical data analysis with type of associative research and data processed by using simple regression model. The results showed horizontal communication is very strong and direct 0.795 (significant) with employee performance at 95% confidence level. Horizontal communication contributes to employee performance of 32.0%. Artikel ini membahas tentang pengaruh Komunikasi Horizontal Terhadap Kinerja Pegawai pada Kantor Badan Pemberdayaan Masyarakat Kampung (BPMK) Kabupaten Jayawijaya. Penelitian ini terdiri dari dua variable yaitu sebagai variabel bebas komunikasi horizontal dengan indikator penelitian: koordinasi, pemecahan masalah dan pertukaran informasi. Sementara variabel terikat kinerja  pegawai dengan indikator penelitian : hasil, manfaat dan dampak. Dalam penarikan sampel penulis menggunakan sampel jenuh dimana seluruh populasi dijadikan sampel yaitu berjumlah 27 pegawai. Dan teknik analisa data yang penulis gunakan adalah analisa data statistik dengan jenis penelitian asosiatif dan data diolah menggunakan model regresi sederhana. Hasil penelitian menunjukkan komunikasi horizontal  berhubungan sangat kuat dan searah sebesar 0,795 (signifikan) dengan kinerja pegawai pada taraf kepercayaan 95%. Komunikasi horizontal memberikan kontribusi terhadap kinerja pegawai sebesar 32,0%.

Abstract

As with other regional head elections (RHE), the noken system elections also have weaknesses in their implementation. For this reason, this study aims to explore the practice of political clientalism in the noken system elections in Jayawijaya Regency, Papua Province. This study uses a qualitative research method with a case study strategy. Creswell (2013) explains that a case study is a research strategy carried out to investigate an event, program, activity of a group of individuals carefully. The data in this study were sourced from interviews and journals that were relevant to the research objectives. The results of the study indicate that the lack of availability of Human Resources (HR) as organizers at the lower level and the unclear data on the Permanent Voter List (PVL), as well as the socio-cultural conditions of the community are obstacles in the implementation of honest and quality Regional Head Election. This weakness is often exploited by candidates for regional heads, thereby opening up space for clientelism practices that ultimately lead to election fraud. The form of clientelism practice in the noken system elections in Jayawijaya Regency is in the form of giving positions and cash by using a traditional approach strategy. The parties who are implementing clientelism start from the district, district and village success teams with targets at lower level actors including District Heads, Tribal Heads, and Village Heads.

Abstract

Political education is an important strategy in improving the quality of democracy, especially in the context of regional head elections. This study aims to explore the implementation of a political education program in Kuluakma Village, Walelagama District, Jayawijaya Regency, involving 26 participants from various community backgrounds. The program was designed to raise awareness of rational voting, reduce the influence of money politics, and increase public understanding of the importance of choosing candidates based on competence and work programs. Through a participatory method involving training, group discussions, and electoral simulations, the results of the study show an increase in participants' awareness and understanding of rational voting. Despite challenges related to limited access to information and the influence of local culture, this program is expected to serve as a model that can be adopted in other regions with similar conditions. The recommendations from this study include improving access to information, integrating local cultural values, and providing follow-up training for the community.

Abstract

Tujuan penelitian adalah untuk mengetahui Pola Komunikasi Pemerintah Kampung Dalam Pembangunan Kampung Autakma, Distrik Wamena Kota, Kabupaten Jayawijaya. Dalam penelitian ini menggunakan metode kualitatif. Penentuan sumber data yang digunakan yaitu dengan mengambil teknik purposive sampling. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dokumentasi, dan kepustakaan. Hasil penelitian ini menunjukan bahwa dalam berkomunikasi dengan masyarakat pemerintah mengunakan bahasa Indonesia, namun lebih sering mengunakan bahasa daerah. Teknologi digunakan seperti komputer, lewat telfon, lewat Whatssap dan jaringan internet. Media yang digunakan untuk berkomunikasi yaitu HP, lewat Whatssap, melalui surat menyurat, dan melalui secara lisan langsung kepada masyarakat. Hambatan yaitu: 1. Kurangnya komunikasi dengan bawahan atau aparatur kampung. 2. Kurangnya komunikasi dengan masyarakat setempat. 3. kurangnya kerja sama baik antara aparat kampung maupun dengan masyarakat. 4. Kurangnya partisipasi masyarakat. Respon masyarakat selalu mendukung apa yang menjadi kegiatan dari pemerintah, tetapi ada juga yang tidak mau terlibat dalam pembangunan. Respon selaku pemerintah selalu melakukan komunikasi dengan masyarakat. Pemerintah terus berusaha untuk membangun kebersamaan dengan masyarakat agat pembangunan dapat berjalan dengan adanya dukungan dari masyarakat.
