Abstract

Information is a basic need for everyone both in order to develop personal qualities and in order to live their social life. The information needs of the people of South Sumatra are regarding programs carried out by the Government and also other information related to the needs of the people of South Sumatra. Disclosure of information is one of the ways in which the Government of South Sumatra provides information rights to the public. This research uses a descriptive qualitative method where all information is not in the form of numbers but explanations. The conclusion of the research is that the Government of South Sumatra uses three (three) approaches in implementing adaptive governance, namely collaboration, flexibility, and learning.

Abstract

Transformasi digital dalam perpajakan daerah menjadi strategi utama dalam meningkatkan efisiensi administrasi dan Pendapatan Asli Daerah (PAD). Penelitian ini  bertujuan untuk menjawab pertanyaan terakit bagaimana transformasi digital pelayanan PBBKB dalam upaya peningkatan pendapatan daerah Sumatera Selatan. Penelitian ini menggunakan pendekatan deskriptif kualitatif, menyoroti faktor pendorong, hambatan, dan dampaknya terhadap penerimaan pajak. Hasil penelitian menunjukkan bahwa E-PBBKB mempercepat proses administrasi, meningkatkan kepatuhan wajib pajak, serta mengurangi risiko kebocoran pajak. Terdapat peningkatan PAD sebesar 2,05% dalam satu tahun setelah penerapan sistem ini. Faktor utama yang mendukung keberhasilannya adalah infrastruktur digital yang berkembang, regulasi yang mendukung, serta meningkatnya literasi digital masyarakat. Namun, hambatan seperti akses teknologi yang terbatas di daerah terpencil, rendahnya pemahaman wajib pajak, serta tantangan koordinasi antarinstansi masih menjadi kendala. Untuk mengoptimalkan sistem ini, direkomendasikan penguatan infrastruktur digital, peningkatan edukasi wajib pajak, integrasi data antarinstansi, serta pemanfaatan kecerdasan buatan dan big data. Dengan langkah ini, E-PBBKB diharapkan semakin efektif dalam meningkatkan PAD dan transparansi perpajakan daerah.

Abstract

Penelitian ini bertujuan untuk menganalisis peran Digital Leadership dalam pengelolaan aset di Biro Umum dan Perlengkapan Sekretariat Daerah Provinsi Sumatera Selatan. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa penerapan kepemimpinan digital telah meningkatkan efisiensi, transparansi, dan akuntabilitas dalam tata kelola aset daerah. Digitalisasi dalam proses inventarisasi, pelaporan, dan pengawasan aset telah mengurangi inefisiensi dan mempercepat proses birokrasi. Namun, beberapa tantangan masih dihadapi, seperti keterbatasan infrastruktur teknologi informasi, rendahnya literasi digital, dan kurangnya program pelatihan bagi pegawai. Rekomendasi yang diajukan meliputi peningkatan infrastruktur digital, pelatihan SDM, integrasi sistem informasi, serta penguatan transparansi dan partisipasi masyarakat. Dengan mengatasi tantangan ini, pemerintah daerah dapat mengoptimalkan transformasi digital dalam pengelolaan aset, mendorong peningkatan kualitas pelayanan publik, dan pertumbuhan ekonomi regional yang berkelanjutan.

Abstract

This study aims to explore the contribution of the TNI Manunggal Membangun Desa (TMMD) program to community welfare in Indonesia and to propose a new conceptual framework for optimizing the implementation of TMMD based on the principles of New Public Management (NPM). The research employs a qualitative approach, utilizing both primary and secondary data sources, which are analyzed through thematic analysis to identify key patterns and themes in the implementation of TMMD. The main theoretical framework applied in this study is New Public Management, which is used to examine the managerial transformation and governance of TMMD as a performance- and results-oriented development program. The findings indicate that TMMD has implicitly adopted several NPM principles, including professionalized management, impact-based performance measurement, outcome-oriented service delivery, organizational specialization, cross-sectoral collaboration, and disciplined and efficient resource management. These practices have enhanced program effectiveness and generated tangible socio-economic benefits for local communities. Based on these findings, this study proposes an optimization framework that positions TMMD as a collaborative, accountable, and results-oriented public policy instrument, contributing both theoretically and practically to the discourse on results-based governance and development in the public sector.

Abstract

Purpose: This study aims to support the government of Ulak Kerbau Baru Village in modernizing the preparation of its Medium-Term Village Development Plan (RPJMDes) through Big Data technology to enhance participatory, transparent, and evidence-based planning. Methodology/approach: The program took place in Ulak Kerbau Baru Village, Tanjung Raja District, Ogan Ilir Regency. Activities included training, technical assistance, and digital community surveys. The tools used were laptops and Android smartphones, while the main software comprised Google Forms, Google Data Studio, QGIS 3.28 Firenze, Microsoft Excel 2021, SPSS 26, and NVivo 12 Plus. Results/findings: The initiative improved the digital data management skills of village officials and increased community participation, with 215 respondents engaging in online surveys. A data-driven RPJMDes was produced, supported by thematic maps and interactive dashboards. NVivo analysis revealed five dominant community priorities: road infrastructure, agriculture, digitalization, education, and health. Conclusions: Integrating Big Data into village planning enhances transparency, accountability, and evidence-based governance. The approach also fosters stronger community engagement and provides a replicable model for other villages with similar characteristics. Limitations: The study was limited by inadequate internet infrastructure and its focus on a single village, which restricts broader generalization. Contributions: This research advances participatory governance and rural planning by demonstrating practical Big Data applications at the village level, offering a model for policymakers and local governments to strengthen data-driven decision-making in rural contexts.

Abstract

This study analyzes the implementation of collaborative governance in tourism sector management and its contribution to Local Own-Source Revenue (PAD) in Southeast Maluku Regency. Despite the region's substantial tourism potential and a significant increase in tourist arrivals from 18,264 in 2020 to 129,300 in 2024, the contribution of the tourism sector to PAD declined from 22.73% in 2022 to 18.35% in 2024. The study aims to analyze the implementation of collaborative governance, identify supporting and inhibiting factors, and assess the creation of public value. A qualitative approach with a single-case study design was employed. Data were collected through in-depth interviews with nine informants representing local government, the private sector, and the community, as well as through field observations, document reviews, and the analysis of digital and audiovisual materials. The findings indicate that collaborative governance remains at the stage of pseudo-collaboration. Power, resource, and knowledge asymmetries are highly pronounced. Institutional design remains weak due to the absence of operational technical regulations governing partnerships, as well as the lack of specific tax and levy regulations for the tourism sector. Facilitative leadership has been inconsistent, as evidenced by seven changes in the position of Head of the Tourism Office within a four-year period. Furthermore, collaborative processes are largely event-driven and conducted on an irregular basis. Supporting factors include the government's normative commitment, the Regional Tourism Development Master Plan Regulation (RIPPARKAB), the local Maren culture, and small economic gains generated at the community level. Meanwhile, inhibiting factors are systemic in nature, including government dominance, the absence of technical regulations, non-permanent collaborative forums, low transparency, sectoral ego, and the geographical challenges associated with an archipelagic region. The study concludes that these small wins have failed to be transformed into increased PAD due to the weak institutionalization of collaborative mechanisms and the absence of horizontal accountability.
