Abstract

Sustainable development requires a well established development planning process. In Indonesia, the community participates in the development planning process through the Development Planning Forum (Musrenbang). The conventional Musrenbang faces many obstacles. Hence, smart city innovation by using the E-Musrenbang application was applied. Banda Aceh City is one of the cities using E-Musrenbang. However, the effectiveness E-Musrenbang in the development planning process in Banda Aceh City has never been measured. This study aims to study the conditions and processes of development planning before and after using E-Musrenbang and assess its effectiveness in the development planning forum process in Banda Aceh City. Data were collected through questionnaires and supplemented with interviews. The analysis was conducted in a descriptive qualitative supported by quantitative methods. The results showed that using the E-Musrenbang application increased the development planning process's effectiveness in Banda Aceh City. Increased effectiveness was indicated by the better effectiveness in time and result elements. Meanwhile, the quality of work elements was also improved. In addition, public satisfaction with Musrenbang has also risen because E-Musrenbang increased transparency, accountability and community participation in the Musrenbang process. The implementation of E-Musrenbang also has a positive impact on planning effectiveness because development planning becomes more effective.

Abstract

Persons with disabilities are vulnerable, and their rights are often ignored. Persons with disabilities have the right to visit tourist sites. Bukittinggi City is a tourist city in West Sumatra Province. Its most popular tourist areas is the Jam Gadang tourist area and its surroundings, which include Jam Gadang, Fort De Kock Fort, and the Kinantan Wildlife and Cultural Park. People with disabilities are rarely seen in the Jam Gadang tourist area and its surroundings, both at tourist attractions and on the pedestrian paths connecting the three tourist attractions. This research aims to determine the fulfillment of accessibility for persons with disabilities in the Jam Gadang tourist area and its surroundings regarding tourist access and pedestrian access. Data was collected through field observations and questionnaires. The analysis was descriptive quantitative using scoring analysis. The result shows that the fulfillment of accessibility in the study area is generally "inadequate" and "not appropriate". Persons with disabilities have difficulties accessing tourist attractions and pedestrian paths. Facilities are available, but inaccessible, unaccommodating, unaffordable, and do not meet the expectations of disability groups. These physical barriers make it difficult for them to access study locations. The spatial exclusion hinders their participation in the tourism area.

Abstract

The existence of public and private universities in Banda Aceh city causes an increasing number of students coming from other cities to the city of Banda Aceh. These students are referred to as student migrants. The large number of student migrants affects the demand for student housing. The demand for student housing encourages people to build rental and indekos houses. In addition to rental houses and indekos, some students also live in dormitories. Gampong Lamgugob is one of the gampong that has the availability of student housing. This research aims to find out the availability of student housing in Lamgugob gampong and the impact of student occupancy availability on changes in settlement activities. Data collection techniques are field surveys, in-depth interviews and documentation studies. The data analysis technique used is a qualitative descriptive analysis technique to explain the availability of student housing and the impact of student occupancy availability on changes in settlement activities. Based on research, the availability of student housing in Gampong Lamgugob amounted to 131 dwellings which included 51 indekos, 76 rental houses and 4 dormitories with a total number of 1,121 students. The fulfillment of student occupancy needs is also accompanied by the provision of supporting facilities for student needs. The provision of student housing and supporting facilities for student needs led to changes in settlement activities. The settlement activities in question are the change of community occupancy into student occupancy and service trade activities. The change of community housing activities to student housing amounted to 25 housing units and the change of community houses into service trade activities amounted to 23 housing units.

Abstract

The tourism village in Gampong Nusa, Aceh Besar Regency was initiated by women group. It started as a waste processing program in 2006. Then it became a community-based tourism village in 2015, offering beautiful view and Acehnese traditional rural life. A growing number of local and international tourists visited the village. The tourism village can cause changes in land use and social-economic aspects. This research studies the effect of tourism village in Gampong Nusa on land use, social and economic changes using quantitative and qualitative data. The analysis used is descriptive qualitative analysis. The image interpretation analysis is utilized to study the land-use change. This study found that the tourism village in Gampong Nusa caused a land-use conversion from non-built-up area to built-up area to support tourist needs such as accommodation. It also affects social changes. Attitude change is shown by the growing community support for tourism and its openness towards tourists. The behavior changes is represented by the high interactions with tourists. The changes in economic aspects are the growth of job opportunities and income. The community-based tourist village program with positive impact on the economy, social and land use show that Gampong Nusa has implemented a sustainable tourism concept.
