Haryono No. 169 Malang e-mail: krismatoriau@student.ub.ac.id Abstrak Penulis membahas partisipasi keluarga dalam perlindungan hak anak menurut penyelenggaraan pengembangan kota layak anak di Kota Kediri, yang dilatarbelakangi maraknya kasus kekerasan anak di Kota Kediri dan ditemukannya partisipasi keluarga yang kurang optimal terhadap perlindungan hak anak, khususnya dalam melaporkan resiko kerentanan yang dapat menimpa anak. Rumusan masalah: (1) Mengapa partisipasi keluarga dalam perlindungan hak anak menurut Penyelenggaraan Pengembangan Kota Layak Anak di Kota Kediri belum terlaksana secara optimal?; (2) Bagaimana kendala dan upaya yang dilakukan Pemerintah Kota Kediri terkait masalah partisipasi keluarga dalam perlindungan hak anak menurut Penyelenggaraan Pengembangan Kota Layak Anak di Kota Kediri? Berdasarkan hasil penelitian, alasan kurangnya partisipasi keluarga dalam perlindungan hak anak karena anak tidak melaporkan pada keluarga mengenai kekerasan yang diterima, ketidaktahuan mengenai apa yang harus dilakukan, dan adanya ketidakpedulian keluarga terhadap kondisi anak. Kendala Pemerintah Kota Kediri adalah terkait pendanaan untuk sosialisasi, pendampingan, dan meningkatkan kualitas SDM, koordinasi serta kolaborasi dengan instansi terkait terlebih bagi dunia usaha, tingkat pengetahuan masyarakat akan aturan partisipasi masih rendah, dan belum terdapat aturan mengenai sanksi bagi keluarga yang tidak melaksanakan kewajibannya dalam Perda Kota Kediri Nomor 6 Tahun 2016. Upaya yang dapat dilakukan adalah melakukan koordinasi dengan instansi yang menyelenggarakan kegiatan untuk anak agar turut menyampaikan materi terkait perlindungan anak serta penyampaian usulan perihal pendanaan pada instansi yang berwenang. Kata Kunci: kota layak anak, partisipasi keluarga, perlindungan hak anak Abstract This research discusses family participation in the protection of the rights of the child regarding the development of a child-friendly city in Kediri City. This research topic departed from violence against children, particularly in terms of reporting vulnerability risk that may affect children by investigating the following problems: (1) Why has family participation in the protection of the rights of the child in the development of a child-friendly city not been implemented optimally? (2) What are the impeding factors in this case and what measures are taken by the local government of Kediri city in the issue of family participation in this protection? The research results reveal that poor participation of families may result from the condition where the children affected do not report the violence they have experienced. Moreover, the children concerned often do not have any idea of what to do and do not receive enough attention and care from their families. Hindrances affecting the local government in this issue are related to funding, information dissemination, mentorship, and the improvement of the quality of human resources. In addition, coordination and collaborations with related organizations are still not optimal, especially in a business scope, people’s knowledge about the regulations regarding participation is poor, and there are no sanctions imposed on those failing to comply with the responsibilities as mandated by the Regional Regulation of Kediri City Number 6 of 2016. When this is the case, the government should start coordinating with organizations in charge of activities for children to encourage them to deliver information on child protection and necessary funding to authorities.
