Abstract

Balance Scorecard dapat menuntun manajemen dan anggota organisasi dalam menterjemahkan visi, misi serta strategi organisasi ke dalam tindakan yang nyata. Dalam Balanced Scorecard, pengukuran kinerja dilihat dari 4 perspektif yaitu Customer and Stakeholder Perspective, Financial Perspective, Employees and Organization Capacity Perspective, dan Internal Bussiness Process Perspective. Pengukuran kinerja dengan pendekatan Balanced Scorecard tidak terbatas digunakan pada organisasi swasta melainkan juga bisa diterapkan pada organisasi sektor publik. Tulisan ini menguraikan tentang perlunya Balanced Scorecard untuk organisasi pemerintah dan peluangnya apabila digunakan di Badan Penelitian dan Pengembangan (BPP) Kementerian Dalam Negeri (Kemendagri) berdasarkan beberapa analisis dan hasil penelitian yang pernah dilakukan. Balance Scorecard to guide the management and members of the organization in translating the vision,mission and strategy of the organization into the real action. In the Balanced Scorecard performance measurement viewed from four perspectives, namely Customer and Stakeholder Perspective, Financial Perspective, Employees and Organization Capacity Perspective and Bussiness Internal Process Perspective. Measuring the performance of the Balanced Scorecard approach is not limited to use in private organizations but also can be applied to public sector organizations. This paper describes the need for Balanced Scorecard for government organizations and opportunities when used in BPP Kemendagri based on some analysis and results of studies that have been conducted

Abstract

AbstrakPenelitian ini bertujuan melakukan evaluasi terhadap program PNPM dan menentukan exit strategy program dengan pengembangannya yaitu melalui Program Penguatan SIDa. Metodologi penelitian yang digunakan adalah metode kualitatif  dengan pendekatan penelitian ini melalui sebagai desain riset evaluasi yang dibangun berdasarkan model evaluasi CIPP (Context-Input-Process-Product). Kegagalan teori dan model  pembangunan yang terlalu mengagungkan pertumbuhan, membuat banyak kalangan beralih kepada pembangunan yang memusatkan kepada rakyat, yang didalamnya mensyaratkan optimasi sumberdaya lokal, partisipasi, dan pemberdayaan masyarakat. Sejak   saat itulah,“pemberdayaan” yang dikenalkan di Indonesia telah membius banyak kalangan dan dijadikan tumpuan harapan banyak pihak. Pada tahun 2007  dimulai Program  Nasional Pemberdayaan Masyarakat (PNPM) yang melanjutkan Program Pengembangan Kecamatan (PPK). Tahun 2014 PNPM yang merupakan bagian dari program Kabinet Indonesia Bersatu Jilid 2 sudah akan berakhir.  Untuk itu perlu dicarikan  exit strategy program  yang dapat  menjaga keberlanjutan dan kesinambungan PNPM. Program Penguatan Sistem Inovasi Daerah (SIDa) merupakan program dari keseluruhan proses dalam satu sistem untuk menumbuh kembangkan inovasi yang dilakukan antar institusi pemerintah, pemerintahan daerah,  lembaga  kelitbangan, lembaga pendidikan, lembaga penunjang inovasi, dunia usaha, dan masyarakat  di daerah yang telah dicanangkan sejak tahun 2012. Program SIDa merupakan program pemberdayaan juga, baik kepada masyarakat  dan bahkan pemberdayaan  kepada seluruh elemen seperti akademisi, swasta, pemerintah dan masyarakat. AbstractThe aim of this study was to evaluate the PNPM program and follow the program with SIDA Strengthening Program. The research method used is a qualitative method approach of this research through the evaluation research design that builds on the CIPP evaluation model (Context-Input-Process-Product). Since the failure of theories and models of development are too glorifies growth,  makes many people turn to focus on people development, which includes requiring optimization of local resources, participation, and empowerment. Since then, "empowerment" which was introduced in Indonesia has been anesthetized and made many hopes among many parties. In 2007 started the National Program for Community Empowerment (PNPM) which continue Kecamatan Development Program (KDP). PNPM 2014 which is part of the United Indonesia Cabinet Volume 2 is going to end. For that we need to look for an exit strategy program that can maintain sustainability of PNPM. Regional Innovation Systems Strengthening Program (SIDA) is a program of the whole process in one system to foster innovation made between government institutions, local governments, kelitbangan institutions, educational institutions, innovation support institutions, businesses, and communities in areas that have been implemented since the 2012 SIDA program is an empowerment program as well, both to the public and even empowering to all elements such as academia, private industry, government and society.

Untuk dapat mengungguli pesaingnya, setiap organisasi harus memiliki keunggulan kompetitif tertentu. Keunggulan ini dapat dibentuk melalui penciptakan produk dengan desain yang unik, penggunaan teknologi modern, dan yang paling strategis adalah manajemen sumber daya manusia yang efektif. Tulisan ini bertujuan memberikan memaparkan hubungan erat antara perubahan pola manajemen sumber daya manusia dengan keunggulan kompetitif suatu organisasi. Dalam konteks perubahan pola manajemen sumber daya manusia ini, peran pimpinan sangat strategis guna meningkatkan potensi sumber daya manusia agar berdayaguna secara optimal untuk meningkatkan kinerja organisasi,sehingga organisasi mampu memiliki keuanggulan kompetitif. AbstractCompetition among business become more intense as the business world quickly changes. To win the competition, every organization, public or private sector should have a competitive advantage. This advantage can be established through various means, such as creating a product with unique design,using of modern technology, and most importantly applying the management of human resources effectively. This article aims to descript the direct relationship between the shift of human resources management pattern and competitive advantage of organization. In the context of human resource management, leadership needs to increase the range of potential human resources in order to be able to empower them in achieving applying their potential to build the organization competitive advantage.

Abstract

This study aims to evaluate the effectiveness of the implementation of Law No. 18 of 2008 concerning Waste Management, especially in internalizing the obligation to sort waste from source, by adopting a transdisciplinary approach through the integration of the Ottawa Charter paradigm. Using normative legal research methods, this study examines the applicable positive legal framework and reconstructs its effectiveness based on the five main pillars of the Ottawa Charter. The results of the study indicate that although normatively the waste management policy has reflected the Build Healthy Public Policy principle, its implementation has not been optimal due to weak infrastructure support (Create Supportive Environments pillar) and low community participation (Strengthen Community Action). This inequality creates a legal paradox in which the state demands citizens' obligations without providing adequate support for their fulfillment. The main contribution of this study lies in the development of an adaptive and participatory waste management legal reform model, by making the law a facilitator of collective behavioral change that is ecologically just through a contextual cross-sectoral approach.

Abstract

This study is about the development gap in eastern Indonesia. This research is motivated by the existence of big problems that still faced by Indonesia up to now is the happening of development gap. The purpose of this research is the policy strategy in overcoming the gap between eastern Indonesia and West Indonesia region. This research uses the qualitative approach with discourse analysis method. Data collection method is done by triangulation technique of data source. Meanwhile, the data processing conducted by the researcher is data reduction. The result of this study is to provide an alternative policy that can be used and somewhat different from the mainstream which usually overcomes the gap by directly implementing the infrastructure development policy which until now based on the evaluation did not directly solve the problem, as evidenced by the many results of the construction of the stagnant infrastructure. Through this study, it is found that there are major issues that are more fundamental and often overlooked by policy makers. The main issues are grouped into three major groups of major issues, namely: Comprehensive Planning and Budgeting, Data and Information Effectiveness, and Professionalism of Civil State Apparatus.

Abstract

This study was about the performance of researchers in the Ministry of Home Affairs’ Research and Development Agency (R & D Unit of the MoHA). This research was motivated by the suboptimal performance of researchers in developing policies in the Ministry of Home Affairs. The purpose of this study was to describe the performance of the researchers and their various efforts on research and development in the Ministry of Home Affairs and Regional Government. This study used Structural Equation Modeling (SEM). The results of this study showed that empowerment has a direct effect on innovation and improvement of the researcher’s performance. This means that more empowerment will lead to an increase in the performance of MoHA and Regional Government researchers indicated by the increase in R & D innovations produced by the researchers. The Organization Commitment had a direct effect on innovation and improvement of the researcher’s performance. This means that a high level of commitment in the organization will lead to an increase in the performance of MoHA and the Regional Government researchers, through the increase in innovations. Innovations had a direct effect on the researcher’s performance. This means that a high degree of innovations will lead to an increase in the researchers’ performance. Together, the increased empowerment and organizational commitment directly influence the performance of researchers. This means that increasing empowerment and organizational commitment at the same time will improve the researchers’ performance. The novelty factor from this study was the theoretical implication that this study strengthens the previous studies, that empowerment directly influenced innovation and enhanced the researchers’ performance, the organizational commitment had a direct effect on researcher innovation and improved the researchers’ performance, innovations directly influenced the researchers’ performance, and that empowerment and the organizational commitment together have a direct effect on the performance of researchers.
