Abstract

Abstract Toll roads are alternatives for road users which provide better services compared to non-toll roads, such as comfortability and shorter travel time. As compensation, users must pay for toll fare. In using toll road, users have expectations that the services they are getting are worth the fare they are paying. That is why it is necessary for toll road operators to understand user’s perspective, including their level of satisfaction on toll roads. This research aims to determine prioritized toll road service quality attributes with customer experience approach, and also to make toll road customer experience map based. Importance-Performance Analysis is used in this research. From analysis results, there are four prioritized attributes, namely access road, road condition, travel time, and exit transaction. Based on those four attributes, it can be concluded that there are three prioritized phase of users experience on toll road, namely the journey on toll road, entrance and exit transactions. Keywords: customer experience, importance-performance analysis, toll road  Abstrak Jalan tol merupakan alternatif bagi pengguna jalan dengan pelayanan yang seharusnya lebih baik daripada jalan nontol, seperti kenyamanan dan waktu tempuh yang lebih singkat. Sebagai kompensasinya pengguna jalan tol dikenakan tarif tol. Dalam menggunakan jalan tol pengguna memiliki ekspektasi atas pelayanan yang akan didapatkan dan mengharapkan kualitas pelayanan yang sesuai dengan tarif yang dibayarkan. Karena itu penting bagi operator jalan tol untuk mengetahui persepsi pengguna, termasuk tingkat kepuasan pada setiap aspek jalan tol. Penelitian ini bertujuan untuk menentukan atribut pelayanan jalan tol prioritas dengan pendekatan customer experience, juga menyusun pemetaan customer experience pengguna jalan tol. Teknik analisis yang digunakan adalah Importance-Performance Analysis. Dari hasil analisis didapat atribut jalan akses, kondisi jalan, waktu tempuh, dan transaksi keluar merupakan atribut prioritas. Dari keempat atribut tersebut, dapat disimpulkan bahwa dari urutan perjalanan pengguna jalan tol, akses masuk dan keluar serta perjalanan di area jalan tol merupakan fase yang paling penting bagi pengguna. Kata-kata kunci: customer experience, importance-performance analysis, jalan tol

Abstract

Abstract Better Value for Money (VFM) is a key reason The Government opts for Public-Private Partnership (PPP) schemes in infrastructure project delivery. The Government has developed a quantitative VFM measurement methodology based on the Public Sector Comparator (PSC). A critical issue within this methodology is determining the appropriate discount rate for PSC and PPP cash flows. This paper aims to evaluate the impact of various discount rates on VFM. Four discount rates are analyzed: the project rate, the risk-free rate, the social discount rate, and a modified project rate. Two approaches are considered: applying the same discount rate and using different rates for PSC and PPP. The findings reveal that differing discount rates, even with identical cash flows, result in variations in VFM. When the same discount rate is applied to both PSC and PPP, the VFM is negative unless the discount rate equals or exceeds the project rate. Moreover, the greater the spread between PSC and PPP discount rates, the lower the VFM when the PSC rate is higher, and the higher the VFM when the PPP rate is higher. This paper recommends the development of more detailed guidelines for determining discount rates to prevent VFM miscalculations, which can result in misleading decisions.
