Abstract

Islam does not prohibit women from being involved in politics because everyone has the same rights and opportunities as servants of Allah SWT. The involvement of women in politics is highly expected to produce gender responsive policies. The purpose of this study is to analyze the representation of women in regional legislative institutions in Central Java province for the period 2019 to 2024 from the fiqh siyasah perspective. The novelty in this research is that it uses the fiqh siyasah theory in analyzing women’s representation in legislative institutions especially in Central Java which has not been widely used considering that previous research has mostly discussed women’s representation in general. The method in this study uses descriptive qualitative research and uses literature studies to collect secondary data. Literature study data analysis techniques emphasize secondary data that is relevant to the researcher’s research to solve research problems. The results of the study show that the representation of women in regional legislative institutions in Central Java province for the period 2019 to 2024 has not yet reached a quota of 30 percent in 2009 to 20 percent in 2019. Factors that cause women’s representation in DPRD Central Java 2019 to 2024 consists of a patriarchal culture, limited economic capita, the emergence of negative streotypes against women. The recommendation in this research is to improve recruitment within political parties which provides more opportunities for women to contest in politics, not just a 30 percent quota as an administrative requirement for political parties to be able to participate in elections.Agama islam tidak melarang perempuan terlibat dalam politik karena setiap orang memiliki hak dan kesempatan yang sama sebagai hamba Allah SWT. Keterlibatan perempuan dalam politik sangat diharapkan untuk menghasilkan kebijakan responsif gender. Tujuan penelitian ini yaitu menganalisis keterwakilan perempuan dalam lembaga legislatif daerah di provinsi Jawa Tengah periode 2019 sampai 2024 perspektif fiqh siyasah. Kebaruan dalam riset ini yaitu menggunakan teori fiqh siyasah dalam menganalisis keterwakilan Perempuan dalam lembaga legislatif khususnya di Jawa Tengah yang belum banyak digunakan mengingat riset sebelumnya banyak membahas keterwakilan perempuan secara umum. Metode dalam penelitian ini menggunakan penelitian kualitatif deskriptif dan menggunakan studi literatur dalam mengumpulkan data sekunder. Teknik analisis data studi literatur menekankan pada data sekunder yang relevan dengan riset peneliti untuk memecahkan masalah penelitian. Hasil penelitian menunjukkan representasi perempuan dalam lembaga legislatif daerah di provinsi Jawa Tengah periode 2019 sampai 2024 belum mencapai kuota 30 persen afirmatif gender ditandai dengan penurunan jumlah presentasi perempuan dari 23 persen di tahun 2009 menjadi 20 persen pada tahun 2019. Faktor yang menyebabkan representasi perempuan di DPRD Jawa Tengah periode 2019 sampai 2023 terdiri atas budaya patriarki, terbatasnya modal ekonomi dan munculnya stereotip negatif terhadap perempuan. Rekomendasi dalam riset ini yaitu perbaikan rekrutmen di internal partai politik yang lebih memberikan kesempatan yang luas bagi perempuan untuk ikut berkontestasi dalam politik tidak hanya kuota 30 persen sebagai syarat administratif bagi partai politik untuk dapat menjadi peserta pemilu.

Abstract

This research explains the interim village head (PAW) election in Banyumas in 2022. The aim of holding the interim village head (PAW) election is to fill the vacancy in the position of village head due to death. The conditions for inter-term village head elections can be implemented because the village head dies, resigns or is dismissed and his term of office is still more than 1 year. The results of the research show that the interim village head election in Banyumas in 2022 is in accordance with Law Number 6 of 2014 concerning Villages, starting from determining the election committee, determining the permanent voter list to implementing the interim village head election which is carried out through village deliberations. Problems Interim village head elections in Banyumas district in 2022, among other things, the budget is still covered by the Village APBD and Banyumas Regent Regulation Number 70 of 2021 does not yet regulate in detail the interim village head elections. The recommendation in this research is that the Banyumas district government must realize the mandate of article 34 paragraph 6 of Law Number 6 of 2014 concerning financing for interim village head elections which are charged to the Regency/City APBD. Apart from that, the Banyumas Regency Government and the Banyumas DPRD must review Regional Regulation Number 70 of 2021.

Abstract

Abstract: Women's political participation is an important aspect in sustainable village development. However, the involvement of women including the PKK group in Ledug village, Kembaran sub-district, Banyumas faces obstacles ranging from a lack of understanding of political participation, village development, low education levels, time constraints, and traditional mindsets. This community service activity aims to increase the understanding, capacity, and political participation of women in the PKK group in Ledug village, Kembaran sub-district, especially in the village development process. The methods used include FGD, direct observation, counseling, and village forum simulations. The results of the activity show that the PKK Ledug group has a high motivation to be involved in village development but still faces obstacles such as limited information regarding village political mechanisms and lack of self-confidence. After the community service was implemented, the PKK Ledug group was able to convey aspirations in a more structured manner. The village forum simulation showed an increase in the activeness of the PKK Ledug group in discussions and submitting program proposals. This community service proves that political awareness can be an effective strategy to increase the contribution of the PKK Ledug group in village development. Keywords: women's political participation, village development Abstrak: Partisipasi politik perempuan merupakan aspek penting dalam pembangunan desa yang berkelanjutan. Namun, keterlibatan Perempuan termasuk kelompok PKK di desa Ledug kecamatan Kembaran, Banyumas menghadapi hambatan mulai kurangnya pemahaman tentang partisipasi politik, pembangunan desa, tingkat Pendidikan rendah, kendala waktu, pola pikir yang masih tradisional. Kegiatan pengabdian ini bertujuan untuk meningkatkan pemahaman, kapasitas, partisipasi politik perempuan kelompok PKK di desa Ledug, kecamatan Kembaran terutama proses Pembangunan desa. Metode yang digunakan meliputi FGD,observasi langsung,penyuluhan, simulasi forum desa. Hasil kegiatan menunjukkan kelompok PKK Ledug memiliki motivasi tinggi untuk terlibat dalam pembangunan desa tapi masih menghadapi kendala seperti keterbatasan informasi terkait mekanisme politik desa, minimnya kepercayaan diri.Setelah pengabdian dilaksanakan, kelompok PKK Ledug dapat menyampaikan aspirasi secara lebuh terstruktur.Simulasi forum desa memperlihatkan peningkatan keaktifan kelompok PKK Ledug dalam berdiskusi, mengajukan usulan program. Pengabdian ini membuktikan bahwa penyadaran politik dapat menjadi strategi efektif dapat meningkatkan konstribusi kelompok PKK Ledug dalam Pembangunan desa.
