Abstract

This study aims to determine the success of female candidates in winning elections in Indonesian local politics. In Law No. 8 of 2012, there are rules and a requirement for political parties to nominate a minimum of 30% women from the total candidates, even though the implementation process has not shown the expected results. The research methodology used in this journal is a literature study, which reviews scientific articles, books, or other publications and analyzes and synthesizes research findings and ideas generated by researchers. Based on the 2019 DPRD elections, West Sumatra and East Java experienced an increase in the participation capacity of women in the DPR RI to 20.5%. The Surabaya City DPRD also has 30% female members. Meanwhile, the DPRD of Sukoharjo Regency only has 10 people or only 22.22%, when analyzed, the low representation of women is due to structural and cultural factors, such as patriarchal culture and money politics.Keywords: Gender; Women; Representativeness; ParticipationĀ AbstrakPenelitian ini bertujuan untuk mengetahui keberhasilan kandidat perempuan dalam memenangkan pemilu di ranah politik lokal indonesia. Pada UU No. 8 Tahun 2012 terdapat aturan dan sebuah keharusan bagi partai politik untuk wajib mencalonkan minimal 30% perempuan dari total caleg, meskipun pada proses implementasinya belum menunjukan hasil yang diharapkan. Metodologi penelitian yang digunakan dalam jurnal ini adalah studi literatur, yang meninjau artikel ilmiah, buku, atau publikasi lain dan menganalisis serta mensintesis temuan penelitian dan ide yang dihasilkan oleh peneliti. Berdasarkan pemilu DPRD 2019, Sumatera Barat dan Jawa Timur, mengalami peningkatan kapasitas partisipasi perempuan dalam DPR RI menjadi 20,5%. DPRD Kota Surabaya juga mempunyai anggota perempuanĀ  sebanyak 30%. Sedangkan DPRD Kabupaten Sukoharjo hanya 10 orang atau hanya 22.22 %, yang ketika dianalisis, faktor rendahnya keterwakilan perempuan adalah masih adanya faktor struktural dan kultural, seperti budaya patriarki dan politik uang.Kata Kunci: Gender; Perempuan; Keterwakilan; Partisipasi

Abstract

This research discusses racial discrimination experienced by indigenous Papuans from the perspective of human rights and multiculturalism. This discrimination occurs due to primordialism, ethnocentrism, stereotypers, and discriminatory attitudes that some people have towards the Papuans people. These misperceptions create a negative stigma that Papuans are unequal or less worthy than other groups. Discrimination is also exacerbated by treatment based on factors of race, ethnicity, culture, religion, skin color or physical characteristics that are considered different, as well as policies that do not favor indigenous Papuans. This research uses a transformative paradigm and a qualitative approach with descriptive analysis, based on literature study by analyzing relevant literature. The results show that this discrimination has an impact on structural inequality, cultural, alienation, low access to rights for Papuans, and distrust of state institutions. In addition, ongoing racial discrimination also creates psychological distress and exacerbates the education and economic inequality of the Papuan community. To overcome this racial discrimination, multiculturalism and human rights based policies are essential to create justice and equality for indigenous Papuans.
