Abstract

This study examines the empowerment efforts of Joint Business Groups (KUBE PKH) under the Family Hope Program in Madang Suku III Sub-District, East OKU Regency, South Sumatra Province. The Family Hope Program, or Program Keluarga Harapan (PKH), aims to alleviate poverty and improve the well-being of underprivileged families by providing financial assistance and promoting community-based business initiatives. The research assesses the effectiveness and impact of KUBE PKH in enhancing the socio-economic conditions of the target beneficiaries. Utilizing a mixed-method approach, data is collected through surveys, interviews, and field observations to gain comprehensive insights into the challenges and successes faced by the participating groups. The findings are expected to contribute valuable information to policy makers and stakeholders in refining and strengthening the KUBE PKH program as a means to empower marginalized communities and foster sustainable development in the region.

Abstract

The study in this research tries to find out how the community empowerment process is in an effort to improve welfare and empowerment models in an effort to increase welfare by the Ceria Learning House community. Researchers used a qualitative descriptive approach in this study. The conclusions that the researchers formulated in this study are that in practice, the community empowerment process in Sungai Pedado village includes 3 stages of empowerment, namely; awareness stage, capacity building stage and empowerment stage. In the community awareness stage, RBC was able to increase public awareness through socialization by conveying empowerment program activities marked by the increased participation of the Sungai Pedado village community as members of the empowerment group.

Abstract

This research aims to explain community empowerment through the development of MSMEs in the Resilient Family Program managed by Dompet Dhuafa in Seberang Ulu II District, Palembang City. This study uses a qualitative method to examine the process and results of empowerment that occurs. The results of the study show that the collection of ZIS funds by Dompet Dhuafa South Sumatra has increased significantly every year over the past three years, from Rp. 3,578,217,860 in 2018, increased to Rp. 4,543,689,070 in 2019, and reached Rp. 6,278,525,186 in 2020. This increase reflects the increase in the number of underprivileged people receiving assistance, as well as efforts to better distribute the economy. Community empowerment through MSME development in this program includes three stages: awareness stage, capacity stage, and empowerment stage. The awareness stage faces the challenge of low public awareness of the importance of innovation in entrepreneurship. The capacity building stage provides entrepreneurial skills to business actors affected by the Covid-19 pandemic, improving their abilities in physical, social, and economic aspects. The empowerment stage makes independent business actors with the ability to manage their resources. Dompet Dhuafa conducts feasibility studies, determines the type of business, conducts guidance, and evaluations to ensure that the Tangguh Family Program is on target.

Abstract

Forest and land fires remain a persistent environmental challenge in South Sumatra, Indonesia, despite the implementation of the Zero-Burning Land Management Policy. This study examines the dynamics of network governance in the implementation of the policy by integrating Social Network Analysis (SNA) and in-depth interviews within a mixed-method framework. The research aims to analyze the structure of governance networks, coordination mechanisms, conflict and power dynamics, and adaptive responses among key actors, including provincial and district governments, plantation companies, NGOs, and local communities. The findings reveal a moderately centralized governance structure, with the provincial government acting as the dominant coordinating entity. While the network exhibits characteristics of a lead organization model, horizontal collaboration—especially in operational coordination—is also evident. Formal mechanisms such as inter-agency meetings and integrated task forces are complemented by informal coordination based on trust and personal relationships. However, the network is influenced by unequal capacities, resource imbalances, and overlapping authorities, which affect the stability and effectiveness of collaboration. The research also identifies adaptive responses, including the formation of integrated task forces, technology-based fire monitoring systems, and adjustments to local regulations. While these responses demonstrate institutional flexibility, adaptation remains largely reactive to crises rather than being integrated into systematic learning processes. Theoretically, the findings contribute to adaptive network governance by highlighting the interdependence of network structure, coordination quality, and adaptive capacity in environmental policy. For developing countries facing ecological pressures, strengthening trust, data integration, and institutional continuity is key to improving policy resilience and long-term fire prevention effectiveness.
