Garut Urban Area as an activity center has a population that continuously grows over time and the need for development continues to increase causing areas for green open space to become smaller and its performance get decrease. Therefore, there is a need to pontificate the assessment of the community related to the performance of the green open spaces and also the constraints and solutions regarding green open space development. This research is using mixed methods with importance performance analysis dan descriptive qualitative with constrained development analysis. The results of the analysis showed that the gap between performance and importance is -1,60. the negative number means that society is not satisfied with the performance of the government related to the development of green open space. The development constraints indicate that at this time Garut district has no regulation related to the development of green open space at the regional level, the budget can not be realized for the expansion of the green open space, and the low competence of human resources equipment qualification of the environmental. the existence of difficulties in coordination between the local and provincial parties, and the government is still difficult to give a penalty for communities and enterprises that violate. Abstrak. Kawasan Perkotaan Garut sebagai Pusat Kegiatan Lingkungan (PKL) memiliki populasi terus bertumbuh seiring berjalannya waktu dan kebutuhan pembangunan terus meningkat menyebabkan lahan untuk RTH semakin kecil juga kinerja pembangunan RTH semakin menurun. Sehingga perlu adanya identifikasi mengenai penilaian masyarakat terkait kinerja pembangunan RTH dan kendala serta solusi mengenai pembangunan RTH. Metode pendekatan yang digunakan dalam penelitian ini mix method dengan menggunakan metode analisis importance performance analysis dan deskripstif kualitatif dengan analisis kendala pembangunan. Hasil analisis menunjukkan bahwa GAP antara kinerja dan kepentingan masyarakat yaitu -1,60. Angka negatif berarti masyarakat belum.tidak merasa puas dengan kinerja pemerintah terkait pembangunan RTH. Kendala pembangunan menunjukkan bahwa saat ini Kabupaten Garut belum memiliki regulasi terkait pembangunan RTH di tingkat daerah, anggaran belum dapat direalisasikan untuk perluasan RTH, rendahnya komperetensi SDM aparatur kualifikasi bidang lingkungan hidup, adanya kesulitan koordinasi antara pihak daerah dan provinsi, dan pemerintah masih kesulitan memberikan sanksi pada masyarakat dan badan usaha yang melanggar.]]>
