Abstract

This research examines the influence of UNHCR as an international institution on Turkey in global refugee governance. The Syrian war was the cause of the large influx of refugees to Europe, Turkey, as a transit country, received many refugees who came before they were forwarded to third countries. Turkey has become the most significant country in responding refugee crisis, especially the Syrian refugee crisis. This study used a qualitative method of reading critically and then being analyzed for interpretation. The data was collected through library research. The author uses an international regime theory to explain the role of international institutions in influencing actors' behaviors. The results found that UNHCR, as an international institution, influences Turkey's behavior in dealing with refugee issues. UNHCR standards and refugee regulations affect Turkey to adjust and adopt policies in the field of education, temporary protection regulations, and policy standards for refugees with a certain sexual orientation. Even though UNHCR influences the Turkish government, referring to the theory as an international institution, UNHCR's role is not binding and intervening in Turkish policies. Hence, the policies adopted by the Turkish government are their own decisions because the policies also follow their goals. Keywords: International Institution, Policy Influence, Refugee, Turkey, UNHCR   Penelitian ini mengkaji pengaruh UNHCR sebagai lembaga internasional terhadap Turki dalam tata kelola pengungsi global. Perang Suriah menjadi penyebab masuknya pengungsi dalam jumlah besar ke Eropa, Turki sebagai negara transit banyak menerima pengungsi yang datang sebelum diteruskan ke negara ketiga. Turki menjadi negara yang paling signifikan dalam merespon krisis pengungsi, khususnya krisis pengungsi Suriah. Penelitian ini menggunakan metode kualitatif membaca secara kritis kemudian dianalisis untuk interpretasi. Pengumpulan data dilakukan melalui studi kepustakaan. Penulis menggunakan teori rezim internasional untuk menjelaskan peran lembaga internasional dalam memengaruhi perilaku aktor. Hasil penelitian menemukan bahwa UNHCR sebagai lembaga internasional memengaruhi perilaku Turki dalam menangani isu pengungsi. Standar UNHCR dan peraturan pengungsi memengaruhi Turki untuk menyesuaikan dan mengadopsi kebijakan di bidang pendidikan, peraturan perlindungan sementara, dan standar kebijakan bagi pengungsi dengan orientasi seksual tertentu. Meskipun UNHCR memengaruhi Pemerintah Turki, mengacu pada teori sebagai lembaga internasional, peran UNHCR tidak mengikat dan mengintervensi kebijakan Turki. Oleh karena itu, kebijakan yang diambil oleh Pemerintah Turki adalah keputusan mereka sendiri karena kebijakan tersebut juga sesuai tujuan mereka. Abstract

The integration of Turkish refugees is a policy of harmonizing refugees into society, and the Istanbul local government tries to implement policies in the same direction as the Turkish Central Government. This article examines the policies and role of the Istanbul government in handling Syrian refugees in the Istanbul area in refugee integration. Turkey has been one of the largest recipients and donors of aid for Syrian refugees. Meanwhile, Istanbul has been a place where many migrants live, especially Syrian refugees. This research uses qualitative methods by collecting data through literature studies and descriptive data analysis. The article uses the cosmopolitanism theory to explain how the Istanbul government's policy in accepting refugee arrivals and its intention to help refugees are based on humanitarian principles. The findings showed that the lack of clarity in the Turkish government's general policy, which does not provide general standards and procedures for refugee integration, caused the Istanbul local government to adopt adaptive policies. Health and education are still the main challenges constrained by resources and funds. The assistance the Istanbul government provides Syrian refugees is motivated by humanitarian reasons, where the Istanbul government views Syrian refugees as human beings with the same rights as other Turkish citizens through a cosmopolitanism approach.

Abstract

This study examined how the Gulen movement and Muhammadiyah spread their influence to achieve their global vision and relations with the government. Both the Gulen movement and Muhammadiyah are Islamic-based non-governmental organizations and some of the largest in their respective countries and the world. This study employed a descriptive qualitative method to analyze the data and a literature study to collect the data. The analysis revealed that, first, by using the new transnational activism approach, the international role of the Gulen movement and Muhammadiyah brought benefits to both governments of origin. Muhammadiyah had a significant role in providing an excellent image for the Indonesian government. Meanwhile, despite the dispute and the Gulen movement’s independence, the public has viewed the movement as identical to a representative of the Turkish government with its international role and media use. Second, the approach of transnational Muslim NGOs has explained that both the Gulen movement and Muhammadiyah were oriented toward helping fellow Muslims with a focus on Muslim groups and countries. The Gulen movement built many educational institutions in Muslim-majority countries, such as Azerbaijan and Senegal. In contrast, Muhammadiyah accommodated and provided full scholarships for students from Muslim-majority areas, such as Southern Thailand and Mindanao, Phillippines. Muhammadiyah also helped mobilize humanitarian aid for Rohingya Muslims.
