Abstract

This article aims to analyse the empowerment of civil society and the Indonesian Army in collaborative innovation for the construction of an emergency bridge due to flash floods in Bima Regency, West Nusa Tenggara (NTB), in 2021. The flash flood had destroyed the bridge, which was the connecting access to the district market as the center of the community's local economy. The soft systems methodology (SSM) approach analyzed the complex situation involving various human activity systems in the bridge construction collaboration. The analysis results show the need for collaborative innovation between the Provincial and District Governments, Non-Government, the Indonesian National Army (TNI), the Indonesian National Police (Polri), and civil society. Especially in disaster emergency conditions, the choice of Ultra-Wide Acrow Panel Bridge technology proposed bottom-up by the NTB Provincial Government and the Military Resort Command (Korem) 162/Wira Bhakti NTB proved to be faster, more practical and more robust than the Bailey Bridge technology by the Ministry of Public Works and Public Housing of the Republic of Indonesia (Kemen PUPR RI). This collaborative innovation restored road connectivity and the local economy and improved the quality of public services in Bima District. The contribution of this article is to provide enrichment about learning collaborative innovation in disaster management efforts and bottom-up infrastructure development in disaster situations.

Abstract

An ongoing challenge in BKI's project management is the frequent delays in project completion and mismatch of current targets. This article aims to analyze the integrated project management system, digitalization, and the concept of digital governance at PT. Biro Klasifikasi Indonesia (BKI) as the parent company of the State-Owned Enterprise (SOE) Holding Survey Services (IDSurvey). The study used qualitative methods with five dimensions of project efficiency, team satisfaction, impact on customers, business success, and preparing for the future. The results showed that although BKI has planned various business strategies, a strong commitment is needed to resolve project management issues through improved integrated digital governance. This study recommends resolving project management issues through improved integrated project success.

Abstract

VVIP security challenges are becoming increasingly complex and dynamic in the era of globalization and rapid technological change. This research aims to analyze how the Presidential Security Detail (Paspampres) can adapt to these changes through the application of the concept of a learning organization, specifically the five key disciplines proposed by Senge (1997). Through a qualitative approach, this study collected data through interviews and the study of related literature. The results show that by applying the principles of a learning organization, the Paspampres can improve its effectiveness in carrying out VVIP security duties. This research emphasizes the importance of adaptation and continuous learning in ensuring VVIP security amid constant security challenges. The implications of this research are for the improvement of VVIP security in Indonesia through a more adaptive and learning-oriented approach.

Abstract

This study investigates the transformation strategy of Perusahaan Umum Daerah. This study examines the transformation strategy of PERUMDAM Tirta Kerta Raharja (TKR) in Tangerang Regency to enhance drinking water service performance through the lens of the Resource-Based View (RBV) and social innovation. In 2024, the utility achieved a service coverage of 69.34 percent, surpassing its 60 percent target, despite persistent challenges such as limited raw water, a 15.60 percent water loss rate, and unchanged tariffs since 2009. Employing a qualitative document analysis of business plans and performance reports, the research identifies strategically valuable internal resources: water utilization permits (5,640 liters/second), SPAM infrastructure (6,267.5 liters/second across six zones), comprehensive demand data, BUMD legitimacy, and robust collaborative capacity. These resources are configured through production expansion, water-loss reduction, and idle-capacity optimization. Four key social innovations are identified: multi-stakeholder collaboration (e.g., SPAM asset grants from developers), hybrid public funding (APBN/APBD), community-needs approaches via surveys, and service digitalization (SCADA). The integration of RBV strategies and social innovation underpins performance gains, though profitability pressures and water-source vulnerability persist. This research contributes to public sector strategic management theory and offers practical insights for regional water utilities pursuing sustainable transformation.
