Abstract

The large budget of agricultural machine tools is expected to increase rice production so that the welfare level of farmers can also increase. However, this is inversely proportional, because throughout 2011 to 2018 the average level of welfare of farmers reflected in the NTPP is still below 100. Therefore this study purpose to knowing the impact of the use of agricultural machine tools type of two-wheeled tractor, rice trsanplanter, and water pump on welfare of farmers. The data used are secondary data consisting of two-wheeled tractor data, rice transplanters, water pumps, rice production, and NTPP based on provinces in Indonesia from 2011-2017. While the research method used is Structural Equation Modeling (SEM). The results showed that the impact of Alsintan type of two-wheeled tractor and water pump had a positive and significant impact on the production and welfare of farmers. But, the type of rice trsanplanter has a negative and significant impact on the production and welfare of farmers. The recommendations given are firstly the calculation formula for procurement and distribution of agricultural machine tools by calculating the area of land and the level of welfare of farmers. Second, recipients of agricultural machine tools assistance for government agencies in the Province / District or the alsintan brigade are deleted.

Abstract

The performance of the agricultural sector in the food plant subsector is currently experiencing a decline, due to a slowdown in GDP growth and a negative trade position every year. The purpose of this study is to determine the determinants of production and efforts to increase the production of the food plant subsector. The research method used exploratory and descriptive methods. The results showed that the determinants of production were influenced by land area and productivity, there was a change in the function of agricultural land, and alsintan in post-harvest was still relatively minimal. Efforts to overcome these problems are that the government must absorb the production of farmers and the provision of agricultural machine tools (alsintan) must be complete, namely preharvest and post-harvest.

Abstract

The agricultural sector is one sector that plays an important role in the domestic economy. However, there are still obstacles in the implementation of budget support for the agricultural sector. The purpose of this study is to analyze the budget support for the agricultural sector. While the data used in this study is secondary data obtained from the website of the Ministry of Agriculture and the State Budget Financial Note, as well as agencies related to the agricultural sector. The data analysis method used is descriptive statistics that describe the data from the information obtained. The results showed that there were several problems, for example, the fertilizer distribution system, regulations, and technicalities of DAK Irrigation, socialization and administration of Agricultural DAK, decreased planting area and productivity, rice imports, dependence on imports of fresh horticultural products, decreased planting area for leading plantation commodities, and distribution of agriculture machinery which focus only on pre-harvest and not right on target, decreased seed production capacity of superior varieties, low level of education of farmers and the limited number and quality of agricultural extension officers in the field, and not yet the optimal realization of Food Security Agency activities, especially in the regions.
