Abstract

The digital era was marked by the advancement of digital technology devices, the presence of big data, the digitization process, and its intensive and massive use. Digitalization can save time, eliminate natural boundaries, integrate space and time at one and the same moment, and ultimately change civilization, facilitate life, and prosper human beings. The implementation of regional government affairs requires the ability of local governments (local governments) to adapt, accelerate, and ensure the quality of services in accordance with the rhythms and civilizations of the digital era. Responding to this dynamic, the regional government is given the authority to support government affairs in the field of research and development. Ideally, research and development are carried out by regional instruments that are independent and focused on managing research and development. The Regional Research and Development Agency (BPPD) as a think tank has a strategic role in carrying out regional government affairs including fostering and supervising the implementation of regional government through the function of research and development. This study seeks to uncover the existence of local government think tanks in the Province of South Kalimantan. The method used is qualitative-descriptive with a focus on the BPPD study in South Kalimantan Province. The results of the analysis and discussion concluded that the South Kalimantan Provincial Research and Development Agency (BPPD) has a multifunctional strategic role as a think tank and supervisor in order to foster and supervise the implementation of regional government through research and development functions. It is recommended that the district/city government form independent research and development institutions. Abstrak Era digital ditandai dengan kemajuan perangkat teknologi digital, kehadiran big data, proses digitalisasi, serta penggunaannya secara intensif dan massif. Digitalisasi mampu menghemat waktu, menghilangkan batas-batas alamiah, mengintegrasikan ruang dan waktu pada satu momen yang sama, dan pada akhirnya merubah peradaban, memudahkan kehidupan, dan mensejahterakan manusia. Penyelenggaraan urusan pemerintahan daerah menuntut kemampuan pemerintah daerah (pemda) beradaptasi, mengakselerasi, dan menjamin kualitas layanan sesuai ritme dan peradaban era digital. Merespon dinamika ini, pemda diberi kewenangan unsur penunjang urusan pemerintahan dibidang penelitian dan pengembangan. Idealnya, penelitian dan pengembangan dilakukan oleh perangkat daerah yang mandiri dan terfokus mengelola aktivitas kelitbangan. Badan Penelitian dan Pengembangan Daerah (BPPD) selaku think tankmemiliki peran strategis menyelenggarakan urusan pemerintahan daerah termasuk pembinaan dan pengawasan penyelenggaraan pemerintahan daerah melalui fungsi penelitian dan pengembangan. Studi ini berupaya mengungkap eksistensi institusi think tankpemda di wilayah Provinsi Kalimantan Selatan. Metode yang digunakan adalah kualitatif-deskriptif dengan fokus studi BPPD Provinsi Kalimantan Selatan. Hasil analisis dan pembahasan menyimpulkan bahwa institusi kelitbangan (BPPD) Provinsi Kalimantan Selatan memiliki peran strategis dengan multifungsi selaku think tankdan supervisor dalam rangka pembinaan dan pengawasan penyelenggaraan pemerintahan daerah melalui fungsi penelitian dan pengembangan. Direkomendasikan kepada pemda kabupaten/kota agar membentuk institusi penelitian dan pengembangan yang bersifat mandiri. Abstract

Development management should be able to optimize development capital in an area and manage it to realize better welfare. Unfortunately, not all development stakeholders have the understanding and ability to manage development capital in their region. In general, management of regional development planning is still conventional and has not made the results of research, development, design, and innovation as a reference. This condition certainly becomes very contrasting when faced with the digital era as the impact of the rapid advancement of science and technology accompanied by the dominance of millennia with its high curiosity and prioritizes research, development, design, and innovation as its work and performance. What is the ideal form of regional development management? This study uses a qualitative approach with descriptive analysis. The aim is to be able to describe the importance of managing development capital based on research, development, design, and innovation. There are seven (7) aspects analyzed from all regencies/cities in the administrative region of Southeast Sulawesi Province. Through the results of the analysis it was concluded that it was important for each district / city government to manage planning and development in the region based on research, development, design, and innovation (research-based planning & research-based development). It is recommended that regional governments prioritize planning mechanisms that refer to the results of research, development, design, and innovation in building their regions. Thus, it is hoped that it can improve the performance of regional government administration and the community will increasingly feel the benefits. Abstrak Manajemen pembangunan semestinya mampu mengoptimalkan modal pembangunan di suatu wilayah dan mengelolanya untuk mewujudkan kesejahteraan yang lebih baik. Akan tetapi belum seluruh pemangku kepentingan pembangunan memiliki pemahaman dan berkemampuan mengelola modal pembangunan di wilayahnya. Pada umumnya, pengelolaan perencanaan pembangunan daerah masih bersifat konvensional dan belum menjadikan hasil penelitian, pengembangan, desain, dan inovasi sebagai acuannya. Melalui studi ini diharapkan diperoleh model ideal pengelolaan pembangunan daerah. Studi ini menggunakan pendekatan kualitatif dengan analisis deskriptif. Terdapat tujuh (7) aspek yang dianalisis dari seluruh kabupaten/kota di wilayah administrasi pemerintahan Provinsi Sulawesi Tenggara. Berdasarkan hasil analisis disimpulkan bahwa penting bagi setiap pemerintah daerah kabupaten/kota untuk mengelola perencanaan dan pembangunan di daerahnya berbasis penelitian, pengembangan, desain, dan inovasi (research-based planning & research-based development). Direkomendasikan agar pemerintah daerah mengedepankan mekanisme perencanaan yang mengacu kepada hasil penelitian, pengembangan, desain, dan inovasi dalam membangun daerahnya. Dengan demikian, diharapkan dapat meningkatkan kinerja penyelenggaraan pemerintahaan daerah dan masyarakat semakin merasakan manfaatnya.

Abstract

Literacy is still a problem in various regions. The times’ development has also changed the spectrum of literacy, so literacy is not just the ability to read, write, and count. The results of the measurement of various international institutions prove how the condition of literacy has deteriorated. How is the management of literacy carried out by the Government, Regional Government and the community? What should literacy stakeholders do in an effort to develop a cultural literacy? This study aims to describe the condition of literacy in the region, encourage the presence of the Government and Regional Governments to initiate extraordinary agenda of literacy implementation, and provide understanding to the public regarding the availability of public participation space to actualize literacy culture. This study used a descriptive qualitative approach to describe literacy in the area with a case study method in Baubau City. The study concluded the importance of rearranging literacy management in an integrated manner - Central and regional by involving stakeholders in literacy. It is recommended that the Baubau City Government initiate the Literacy Hub (L-Hub) which will be an accelerator of the development of cultural literacy by prioritizing the active role and collaboration between community elements. In addition, it is necessary to create a conducive climate that supports ecosystem literacy and literacy as a lifestyle for the sake of the creation of literate generations that will accelerate the realization of the city of literacy. Abstrak Literasi masih menjadi problematika di berbagai daerah. Perkembangan zaman turut merubah spektrum literasi, sehingga literasi tidak sekedar kemampuan membaca, menulis, dan berhitung. Hasil pengukuran berbagai institusi internasional membuktikan betapa terpuruknya kondisi literasi. Bagaimana pengelolaan literasi yang dilakukan Pemerintah, Pemerintah Daerah, dan masyarakat? Apa yang harus dilakukan para pemangku kepentingan literasi dalam upaya mengembangkan budaya literasi? Kajian ini bertujuan mendeskripsikan kondisi literasi di daerah, mendorong kehadiran Pemerintah dan Pemerintah Daerah untuk menginisiasi extraordinary agendapenyelenggaraan literasi, dan memberi pemahaman kepada masyarakat terkait ketersediaan ruang partisipasi publik untuk mengaktualisasikan budaya literasi. Kajian ini menggunakan pendekatan kualitatif deskriptif untuk mendeskripsikan literasi di daerah dengan metode studi kasus di Kota Baubau. Kajian menyimpulkan pentingnya menata kembali manajemen literasi secara terintegrasi - Pusat dan daerah dengan melibatkan para pemangku kepentingan literasi. Direkomendasikan agar Pemerintah Kota Baubau menginisiasi Literacy Hub(L-Hub) yang akan menjadi akselerator pengembangan budaya literasi dengan mengedepankan peran aktif dan kolaborasi antarelemen masyarakat. Selain itu, diperlukan penciptaan iklim kondusif yang mendukung ekosistem literasi dan pembiasaan berliterasi sebagai gaya hidup demi terciptanya generasi literat yang akan memercepat terwujudnya kota literasi.
