Abstract

Kesehatan Daerah Aliran Sungai (DAS) Brantas di bagian hulu bernilai krusial bagi upaya konservasi dan pencegahan bencana di wilayah hilirnya. Kesehatan DAS ini diukur dari kerusan hulu yang berdampak pada keadaan di bawahnya seperti sedimentasi yang mempengaruhi usia guna Waduk Sengguruh pada Kawasan Sub DAS Lesti. Dampak negatif sedimentasi waduk ini menggangu perannya dalam pasokan air untuk irigasi, pengendalian banjir, dan pasokan listrik di Provinsi Jawa Timur. Oleh karena itu, penelitian terkait laju erosi yang mempengaruhi sedimentasi di Kawasan Sub DAS Lesti menjadi menarik diulas dalam kaitannya dengan pengaruh terhadap upaya konservasi yang diperlukan pada skala wilayah administrasi dalam lingkup DAS/Sub DAS. Penelitian ini bertujuan untuk memprediksi laju dan tingkat bahaya erosi, menganalisis aspek sosial, dan faktor-faktor penting di wilayah Sub DAS Lesti sebagai masukan arahan konservasi berwawasan lingkungan. Metode penelitian yang digunakan adalah mixed methods dengan kuantitatif melalui perhitungan Modify Universal Soil Loss Equation (MUSLE). Metode kualitatif melibatkan kuisioner dan wawancara di kawasan Sub DAS Lesti. Hasil penelitian menunjukkan laju erosi rata-rata di Sub DAS Lesti adalah 153,868 ton/ha/tahun (melebihi laju erosi yang dapat ditoleransi yaitu 30 ton/ha/tahun). Penelitian juga menunjukkan ada keterkaitan antara erosi dengan pengetahuan, sikap dan perilaku masyarakat yang jika dikaitkan dengan tekanan penduduk dan pola penggunaan lahan akan berdampak pada erosi. Berbasis analisis lebih lanjut, dari 12 kecamatan di DAS Lesti, sebanyak 6 kecamatan diidentifikasi memiliki tingkat bahaya erosi tinggi (zona merah) sehingga upaya konservasi direkomendasikan untuk fokus pada 6 kecamatan ini dari 12 kecamatan yang ada di lingkup Sub DAS Lesti.

Abstract

Digital transformation has significantly reshaped the Islamic economic landscape through the adoption of financial technology (fintech), which offers faster, more efficient, and inclusive financial services. As the country with the world's largest Muslim population, Indonesia possesses substantial potential to leverage Islamic fintech in supporting Islamic economic development through expanded financial access, enhanced financing for micro, small, and medium enterprises (MSMEs), the growth of Sharia-compliant investments, and the optimization of digital zakat and waqf management. Nevertheless, the development of Islamic fintech continues to face several challenges, including low levels of Islamic financial and digital literacy, limited human resource capacity, cybersecurity risks, capital constraints, and the need for regulatory harmonization. This study aims to analyze the transformation of the Islamic economy in the digital era, identify the opportunities offered by Islamic fintech, examine the challenges it encounters, and formulate strategies for its sustainable development. The study employs a descriptive qualitative approach through a literature review, utilizing content analysis and SWOT analysis of scientific publications and policy documents. The findings indicate that Islamic fintech plays a strategic role in enhancing financial inclusion, strengthening the halal ecosystem, and supporting inclusive economic development. Therefore, strengthening regulations, improving public literacy, developing human resources, enhancing digital security, and integrating the halal ecosystem are essential to improving the long-term competitiveness of Islamic fintech.

Abstract

This study is motivated by the phenomenon of Micro, Small, and Medium Enterprises (MSMEs) serving as the backbone of Indonesia’s economy, contributing more than 60 percent to GDP and absorbing 97 percent of the national workforce. However, in the post-pandemic period, most MSMEs face persistent challenges related to market access, financing, and managerial capacity. To address these issues, the government introduced the Special Allocation Fund (DAK) — both physical and non-physical schemes — to strengthen regional entrepreneurship ecosystems. This research aims to assess the contribution of DAK to enhancing production capacity, managerial competence, and institutional strengthening of MSME actors in Sulawesi Utara Province, particularly in Bitung City and Minahasa Utara Regency. A qualitative descriptive approach was employed through Focus Group Discussions (FGDs) and policy document reviews. The findings reveal that DAK has improved production efficiency, financial literacy, and cooperative integration through the development of PLUT (Integrated Business Service Centers) and digital entrepreneurship training. Nevertheless, implementation remains hindered by delayed fund disbursement, weak inter-agency coordination, and limited post-training mentoring. The study recommends strengthening governance, accelerating fund transfers, and adopting results-based evaluation to ensure DAK functions effectively as a catalyst for inclusive and sustainable local economic growth

Abstract

Bidang pendidikan adalah salah satu bagian penting pembangunan nasional yang pada hakikatnya dilakukan untuk meningkatkan kualitas sumber daya manusia. Dalam praktiknya, kebijakan pembangunan bidang ini diwujudkan dalam serangkaian program dan kegiatan yang melibatkan pemerintah pusat dan daerah. Hal yang menarik terkait isu ini dilapangan adalah kesenjangan fiskal. Upaya untuk menyeimbangkan ketimpangan fiskal di bidang Pendidikan dilakukan pemerintah pusat melalui perimbangan keuangan dalam bentuk dana transfer ke daerah. Penelitian ini bertujuan untuk melakukan reviu terhadap siklus perencanaan dan pelaksanaan dana transfer, terutama DAK untuk penugasan fisik bidang pendidikan di Indonesia. Penelitian ini menggunakan pendekatan mixed method (kualitatif dan kuantitatif) dengan data numerik baik sekunder maupun primer. Pengumpulan data diperoleh melalui Focus Group Disscussion, big data, dan kuesioner. Pengolahan big data sebagai bagian analisis memanfaatkan aplikasi Intelligent Media Monitoring (IMM). Hasil penelitian menunjukkan bahwa kesenjangan kemampuan sumber daya manusia pengelola dana transfer di daerah dalam menyusun proposal DAK masih sangat tinggi. Disparitas ini semakin nyata dengan perbedaan aksesibilitas informasi antara wilayah perkotaan dan perdesaan, penentuan alokasi anggaran yang belum sepenuhnya mencerminkan besarnya kebutuhan akreditasi sekolah, serta kurangnya transparansi dan audit publik dalam pengelolaan dana perimbangan terkait pendidikan. Oleh karena itu berbagai terobosan sejak aspek perencanaan dan pelaporan diperlukan, termasuk juga strategi pelaksanaan yang adaptif terhadap ragam kondisi masyarakat, kondisi geografis dan sumber daya pengelola dana transfer bidang pendidikan di daerah.

Abstract

Persistent challenges in public service delivery across West Sumatra, reflected in low compliance scores and increasing reports of maladministration, reveal a significant gap between constitutional mandates and local implementation. Although external oversight by the Ombudsman and reform initiatives such as Public Service Malls (MPP) have been introduced, their effectiveness remains inconsistent and underexamined. This study addresses a critical research gap by systematically analyzing the relationship between Ombudsman oversight, regional disparities in service compliance, and alignment with national development priorities. The urgency of this research is reinforced by Indonesia’s RPJMN 2020–2024, which places public service transformation at the core of governance reform. The study aims to evaluate the performance of Ombudsman RI West Sumatra, map compliance variations, assess the implementation of MPP, and propose data-driven policy strategies. Key recommendations include enhancing the enforceability of Ombudsman recommendations through integration with regional performance indicators, standardizing MPP service packages, and improving transparency through public dashboards. Risk-based supervision and inter-regional mentoring are also proposed to address compliance gaps. By embedding these reforms within national planning cycles, external oversight can evolve into a strategic instrument for inclusive governance and improved public service delivery

Abstract

Indonesia is a nation marked by religious diversity, making tolerance a vital pillar for maintaining social harmony. However, most previous studies have focused on normative aspects or macro-level policies, while empirical explorations of tolerance at the village level remain limited. This research addresses the gap by examining Ngrimbi Village, Bareng District, Jombang Regency, as a case study of how the philosophy of religious tolerance can be transformed into concrete practices of communal harmony. Employing a qualitative single-case study design, data were collected through participant observation, in-depth interviews, focus group discussions, and document analysis, and analyzed using an interactive model with triangulation of sources and methods. The findings reveal that tolerance in Ngrimbi is manifested in interfaith social solidarity, mutual participation in religious celebrations, collective labor activities, and the active roles of religious leaders and local government. Multicultural education in schools, Javanese cultural values such as tepa selira and rukun agawe santosa, and youth engagement further reinforce intergenerational tolerance. Nevertheless, challenges such as exposure to intolerant digital content and potential disputes over the use of worship spaces persist. The study recommends strengthening interfaith village forums, promoting digital literacy, and integrating multicultural curricula to develop an “active tolerance” model that can be replicated in other communities.
