Abstract

ABSTRAK  Dominasi sepeda motor dalam arus lalu lintas di jalan-jalan di Indonesia memerlukan perhatian khusus dikarenakan berbagai parameter lalu lintas saat ini belum mempertimbangkan pengaruh perubahan proporsi sepeda motor. Nilai ekuivalensi merupakan salah satu faktor kunci dalam evaluasi kinerja lalu lintas yang perlu disesuaikan terkait dengan besarnya proporsi sepeda motor. Tujuan dari penelitian ini adalah untuk menentukan nilai ekuivalen mobil penumpang (EMP) untuk berbagai proporsi sepeda motor pada ruas jalan luar kota dengan asumsi sepeda motor sebagai hambatan dan menganalisis pengaruhnya. Metode perhitungan nilai EMP yang digunakan adalah metode waktu antara. Analisis menunjukkan bahwa ada hubungan yang signifikan antara proporsi sepeda motor dengan nilai EMP kendaraan berat menengah. Analisis menunjukkan pula bahwa semakin besar proporsi sepeda motor, maka nilai EMP kendaraan berat menengah juga semakin meningkat. Nilai EMP yang diperoleh memiliki rentang antara 1,143 sampai 2,919.Kata Kunci: proporsi sepeda motor, arus lalu lintas, EMP, waktu antara, jalan luar kota. ABSTRACTThe dominance of motorcycles in traffic flow on roads in Indonesia requires special attention due to a fact that variety of traffic parameters has not considered the effect of changes in the proportion of motorcycles yet. Equivalent value is one of the key factors in the evaluation of traffic performance that needs to be adjusted as a consequence of the proportions of a motorcycle. The purpose of this study is to determine the value of a passenger car equivalent (pce) for different proportions of motorcycles and analyze its influence. The method of pce calculation employs the value of headway. Analysis shows that the greater the proportion of motorcycle, the higher the value of pce. The pce values obtained has a range in between 1.143 to 2.919.Keywords: proportion of motorcycle, traffic flow, pce, headway, outer urban.

Abstract

The increase of toll tariff became a hot issue among toll road operators and users. Although it was not popular among toll road users, the toll road operators expected to increase their income. According to Toll Regulation no. 15, 2006, the change in toll tariff is applied every two years in accordance with inflation. In the mean time toll operators expected the increase of toll tariff due to the increase of pavement damage caused by the increase of vehicle load which in turn would increase the maintenance cost. This paper discusses the analysis of toll tariff changes in relation with existing vehicle axle loads and its application by considering the above regulation. The results indicated that 1) considering distribution and magnitude of axle loads of each type of vehicles, it is reasonable to reclassify vehicle types to be more classes e.g. from 3 to 7 and 2) The increase of toll tariff on operated toll roads due to pavement damage caused by excessive vehicle axle loads has no legal basic, except if it is inclusive in the whole calculation of toll road business plan. Abstract

The vital role of roads in supporting community activities is needed to be maintained consistently and incessantly, so roads are able to perform as its standard. Road standard is a term of reference for developing land transportation infrastructure, defined by minimum criteria for accommodating vehicle’s dimension and c haracteristics so that any trip using roads can be done safely, fast, economist or a ffordable by any level of community, and comfortable. The article discusses Road Standard stipulated in Regulations Related to Roads and their use accompanied by government Regulations and technical guidance. According to Regulations, standard of road usage must be obeyed and as a reference for traffic authorities, and therefore, physical performance of roads must be standardized. This paper aims to discuss road standard as it is stated by the law related to road as infrastructure for road transportation and its utilization,including government regulation and other derived regulations. As it is stated in the Roads Law and Traffic & roads transportation law, road standard and its utilization govern institutions responsible for it have to followed as minimum standard to fulfill safety for road users. Abstract

Traffic accident occurrences in Indonesia have usually been published in many public media. In year 2003, police reported more or less 14,000 occurrences have been noted. Out of them, about 80% involved motorcycle. This high portion demands real and immediate countermeasures. Learn from experiences of neighborhood countries, motorcycle are splitting from other motorized vehicle into special lanes, called special lane for motorcycles (LKSM). This type of lanes, although, has been implemented in several lanes or highway in Indonesia, it is used locally, not standardized road. Laws No.38-2004 about Roads and its following regulation No.34-2006, does not regulate special lane for motorcycle, nor in technical codes. The type of LKSM implemented in locals are: a) the use of shoulder for LKSM, with additional improvement; b) used of the most left lane on multi lanes road for LKSM; and 3) provision of exclusive lanes for motorcycle with special geometric and designed to meet motorcycle requirement. This paper aims to discuss possibility to implement LKSM in Indonesian public roads, noted the need of the basic laws, study on motorcycle flow characteristics, geometrics, traffic codes, campaign, and law enforcement. Abstract

Indication of pavement damages on many roads address to ultimate causes, ie. Overloading of heavy vehicles especially trucks operating along the Pantura lane, North of Java island. Proved which has been occurred, e.g. The collapse of Calendar Hamilton “Cipunegara Lama” bridge at Pantura Lane in year 2003. Although, how far the vehicles are overloading, up to now there is no yet formal statement have been published. This paper aims to discuss the design traffic volumes which is covered several topics, ie. basic regulation and methods, both for geometric and pavement design. The discussion concluded that the term of overloading may have two meanings. First, vehicle axle weight is greater than Maximum permissible Axle Load (MST); and second, traffic load design which is expressed as Cumulative Equivalent Standard Axles (CESA) are reached earlier than expected (premature damage). Abstract

Since three last decades, number of traffic accidents in Indonesia have not yet been showing a significant reduction, although Police reported a decrease trend in number. In year 1971, 23294 occurences have been reported and decreased to 13399 in year 2003. However, Index Fatality is still high, it was 11.9% in year 1971 and increased up to 39.9% in year 1996 and tends to increase if there is no real action to stop the growth. It warned travellers by high probability of their involvement in an accident, five out of 10,000 vehicle ownership, are regressed involved in an accident and four out of ten of victims are of fatals. In order to overcome the problem, an accident reduction program has been setup and to be implemented, started from North Sumatra Corridor (North Sumatra, Riau, West Sumatra, and Aceh provinces) and Bali and to be continue to other provinces. This paper aims to present a conceptual back ground of this traffic accident reduction program, covering organization under related institution to be developed in the region, a coordination model, traffic accident investigation unit, and practical technology needed and applied.

Abstract

Traffic accident is an unexpected occurrence, scarry, and very costly, but difficult to avoid, it freightens all of the travelers. Traffic Police reported that there was at least 10,000 fatalities occurred in general roads throughout Indonesia, a huge number of wested potential. This is the reason to formulate effort for reducing and preventing accident in the future. This paper aims to discuss the need for developing data base and its effor for handling traffic accident. Background for basic information of accidents, development of database, and tool to execute data base are discussed. The traffic accident recording form as a product of the previous studies are presented as to disseminate to the stake holders and to gain critics and advices.

Abstract

Lalu lintas harian rata-rata tahunan (LHR-tahunan) adalah angka yang mewakili demand lalu lintas terhadap fasilitas jalan. Besarannya, bervariasi, tergantung kepada aktivitas socio-ekonomi dari areal yang dilayani oleh ruas jalan tersebut LHR-tahunan umumnya dipakai sebagai masukan dalam proses perencanaan jalan, sebagai dasar untuk menetapkan geometri jalan, tebal dan jenis perkerasan jalan dan evaluasi ekonomi suatu appraisal dibidang jalan. Karena proses untuk mendapatkan nilai LHR-tahunan cukup lama (1 tahun penuh) dan ini dianggap kurang praktis ataupun kurang ekonomis, maka diperlukan suatu cara estimasi yang cukup tepat, mudah dilaksanakan dalam arti tidak diturunkan dari data survey yang lama dan cukup murah. Berdasarkan pengalaman, di mana LHR-tahunan sering disamakan dengan LHR 7 hari yang mana hal ini dapat menyebabkan kesalahan yang besar (bisa sampai ± 20%), maka dalam tulisan ini dikemukakan satu cara yang disebut cara proporsi. Perkiraan LHR-tahunan cara proporsi ini berdasarkan kepada pola rata-rata pergerakan lalu lintas di dalam satu regional dimana jaringan jalannya terintegrasi secara fungsional antara ruas yang satu dengan ruas-ruas jalan yang lainnya. Atas dasar anggapan bahwa pola pergerakan manusia tidak berubah penting dari waktu ke waktu, maka pola-pola tersebut dapat dijabarkan dalam bentuk angka yang disebut faktor proporsi musiman (seasonal variation factors). Berdasarkan faktor-faktor tersebut, perkiraan LHR-tahunan dilakukan dengan mengoreksi data volume lalu lintas harian rata-rata (LHR) untuk satu satuan waktu tertentu (misal 7 hari) oleh faktor-faktor proporsi tersebut.

Abstract

Passenger car equivalent (pce) converts unit of traffic flow from vehicles per hour to passenger car unit (pcu). A traffic flow consists of several types of vehicles such as passenger car, bus,truck, and motor cycle are converted to a uniform unit of traffic flow, ie. pcu, by assuming that a vehicle other than passenger car is 'replaced' by a passenger car multipled by pce. Each type of vehicle has its owned pce value and different from other, depending on influences of it's presence in a trafic flow. Basic capacity is a maximum number of vehicle that may be reached under a specified standard geometric condition and by an undisturb traffic condition. Pce is used to convert unit of a basic capacity from vehicles/hour to pcu/hour. This paper aimed to discus methods of defining pce and basic capaity of inter urban roads, including data required for testing capacity of inter urban roads, including data required for testing applicabiliy of the method. The review showed that for inter urban road segment, pce may be derived from a relationship between speeds versus flow rate of each individual type of vehicles, whereas the basic capacity may be derived from a linear relationship between densities versus speeds. Application of the method to a set of traffic flow data showed that the method may be used for defining values of emp and basic capacity. The results of analyzing a segment of Nagreg-Tasikmalaya data showed that emp and basic capacity tend to change. Key words : Inter-urban roads, road capacity, speed-density relationship, pce, pcu

Abstract

Kemacetan di jalan tol Jakarta - Cikampek ruas Cawang - Bekasi terutama pada jam - jam sibuk sudah menyebabkan waktu tenda yang terlalu panjang. Kemacetan terutama terjadi pada waktu sore hari untuk arus lalu - lintas dari arah Cawang menuju Bekasi pada waktu pagi hari untuk arah lalu-lintas menuju Jakarta. Makalah ini mengemukakan hasil pengamatan arus lalu-lintas ditempat tempat yang diidentifikasikan mengalami kemacetan yang meliputi evaluasi terhadap kapasitas pelayanan gerbang tol dan evaluasi tingkat pelayanan ruas jalan. Tinjauan dari pengamatan tersebut adalah untuk mengindentifikasi persoalan kemacetan di ruas jalan bebas hambatan ini dan mengusulkan penanganannya. Hasil evaluasi terhadap tingkat pelayanan jalan dan gerbang tol menunjukkan bahwa pada kasus kemacetan di ruas jalan antara Cawang - Bekasi pada waktu sibuk baik pagi maupun sore, secara umum disebabkan oleh terlalu tingginya demand lalu-lintas yang ada sehingga ruas jalan ini sudah periu ditingkatkan jumlah lajutnya.
